About this opportunity
The City of Philadelphia is seeking an annual hosting and support agreement for the MDE PeACEqPRO platform, with proposals due August 22, 2026. All software purchases will be awarded to the City's current software vendors unless otherwise stated in Section A of the procurement documentation.
The procurement is structured under the City's micro purchase program with a quotation ceiling of $45,000, adjusted annually by the Consumer Price Index for All Urban Consumers (CPI-U) from January 1, 2020. The scope includes server hosting, unlimited end-user support, and version updates for the PeACEqPRO platform, which delivers Class/ERM/LMS and Equipment management modules. Vendors must submit product literature at the City's request and comply with the Seller Software Program Checklist evaluation framework.
The City's existing vendor is MdE, Inc., a woman-owned business with MBE/SBE/DBE certification, which has provided PeACEqPRO exclusively since 1999. The most recent renewal quote from MdE, Inc. for the period November 1, 2026 through October 31, 2027 is $62,435.00 total ($56,545.00 for PRO hosting and $5,890.00 for Equipment hosting, inclusive of 9.2 percent sales tax).
Contract terms operate under the City's standardized micro purchase framework. The contract term automatically commences on the effective date and terminates 365 days thereafter. Quotations are valid for 60 days from submission or throughout the contract term for requirements contracts. Awards are made to the lowest responsible, responsive seller via purchase order. Vendors must carry general liability insurance at $500,000 per occurrence and comply with all federal, state, and local laws, including Philadelphia's business tax and nondiscrimination requirements. The procurement is governed by Pennsylvania law with venue in the Court of Common Pleas of Philadelphia County. The City also requests voluntary diversity data on LGBTQ business ownership and certification status through the Independence Business Alliance.
