About this opportunity

The State of Utah Division of Purchasing, on behalf of the Department of Corrections, is requesting statements of qualifications for a Cognitive Behavioral Program professional services contract with qualifications due September 14, 2026 under a five-year term and small purchase threshold of $100,000.

This is a qualifications-based selection under Administrative Rule R33-105 for Small Purchases of Professional Service Providers and Consultants. Vendors must not submit pricing with qualifications; the highest-ranked vendor will be selected to negotiate fair and reasonable compensation, with fallback negotiation rights reserved for the next-ranked vendor if negotiations fail.

The scope requires the contractor to deliver Cognitive-Behavioral Intervention (CBI) training to Utah Department of Corrections staff working with incarcerated individuals, using evidence-based curriculum focused on substance abuse prevention and community reintegration skills. Training must be delivered both on-site and virtually via Zoom or Microsoft Teams, with all training materials provided by the contractor. The contractor is responsible for all delivery costs, travel, and associated expenses within the all-inclusive bid price. Utah Department of Corrections will provide facilities, audio-visual capabilities, and participant device access with internet connectivity for virtual sessions.

Evaluation criteria across a five-point scale include Relevant Experience & Track Record, Train-the-Trainer Capability & Staff Certification, Implementation Plan & Methodology, and Theoretical Foundation & Evidence-Based Model. All contractor personnel accessing UDC facilities must pass criminal background checks at UDC expense and comply with security protocols. Contractors cannot employ or engage individuals who are currently incarcerated, on supervised release, or convicted of felony offenses or multiple misdemeanors within the past five years. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence/$3,000,000 aggregate and commercial automobile liability of $1 million per occurrence combined single limit. Contractors must register with E-Verify for Utah-based employees and certify non-debarment and compliance with Utah's anti-boycott statute.
