About this opportunity

The State of Utah Division of Purchasing is requesting proposals for psychological evaluations services on behalf of the Board of Pardons and Parole under RFP MD26-18, with proposals due July 15, 2026. A single contract award will be made to the responsive and responsible vendor with the highest combined score from technical and cost evaluation stages.

The contractor will conduct comprehensive psychological evaluations of inmates at Utah State Prison, Central Utah Correctional Facility, and jail facilities. Evaluations include face-to-face clinical interviews, review of case files (pre-sentence investigation reports, disciplinary records, law enforcement reports, prior clinical assessments), consultation with designated Department of Corrections and Community Health Services personnel, and may incorporate intellectual assessment, achievement testing, and personality testing using validated instruments at the evaluator's professional discretion. Risk assessment instruments such as LS-RNR, VRAG, and HARE may be used if evidence-based; BOPP pays for VRAG and HARE only if specifically ordered. Written reports must address identifying information, reason for referral, background and history, assessment findings, risk and protective factors, summary, and recommendations regarding parole suitability and community correctional placement. The contractor has 90 to 120 days to complete each report with invoices due within two months of submission.

The evaluator must be a licensed clinical psychologist with at least three years of professional experience and cannot be a Department of Corrections employee, have prior or current employment with Correctional Health Services, or have previous or current treatment relationships with evaluated inmates. The evaluator must personally complete the written report, interview, and testing interpretation, though assistance may be obtained for observation and data collection only.

The contract term is five years with guaranteed pricing for the first two years. Estimated volume is 100 evaluations per year for scoring purposes; actual volume is not guaranteed and billing is based on evaluations performed. Technical criteria account for 800 points (80 percent) across Relevant Experience (300 points), Adjacent Work Experience (250 points), and Company Mission and Contracts (250 points), with a minimum threshold of 560 points required. Cost proposals account for 200 points (20 percent) based on five-year total cost. Vendors must submit per-evaluation rates for each contract year via the provided cost sheet without alteration.
