About this file
This document is a technical criteria attachment for an RFP issued by the State of Utah Division of Purchasing and the Board of Pardons and Parole for psychological evaluation services. The contract is designed to result in a single award to the responsive and responsible vendor achieving the highest combined score from technical and cost evaluation stages. The contract term spans five years, with vendors required to guarantee pricing for a minimum of two years.
The evaluation methodology prioritizes technical merit alongside cost considerations, with the ultimate award going to the offeror demonstrating both technical competence and cost effectiveness. While specific technical criteria details are referenced in this attachment, pricing terms and other salient contracting information would be detailed in the complete RFP documents. The procurement follows Utah's procurement code requirements for responsible vendor selection based on demonstrated capability to deliver psychological evaluation services to the Board of Pardons and Parole.
