About this opportunity

York County and Culture & Heritage Museums of York County are soliciting bids under Invitation for Bid #3061 for fire notification system replacement, emergency lighting upgrades, and Auditorium HVAC replacement at the historic McCelvey Center in York, South Carolina, with bids due November 24, 2026 at 3:00 p.m. Eligibility is limited to contractors and subcontractors with a minimum of five years of experience on similar-scale projects involving existing and preferably historic buildings. The County encourages Disadvantaged Business Enterprise involvement but identifies no formal set-aside.

The scope covers replacement of two existing auditorium HVAC units and ductwork with two packaged outdoor gas/electric units (Trane YHK-180 or approved equal) on new concrete pads, a new fire notification system with central processing unit, detectors, notification devices, and pull stations, and new interior and exterior exit and emergency lighting. Alternate 1 addresses assessment and repair or replacement of the balcony-area HVAC unit on a not-to-exceed pricing structure. Alternate 2 covers basement smoke detectors, excluding those serving Collections 106, Green Rooms, Boiler Room, Electrical Room, and the elevator. The contractor must address lead-based paint and asbestos-containing materials documented in three environmental reports, in accordance with applicable regulations. The 2023 asbestos report states its quantity estimates are preliminary and should not be used for bidding without field verification.

The contract term runs from the initial Purchase Order through project completion and final payment, followed by a two-year warranty from final payment. Substantial completion is due 120 calendar days from Notice to Proceed, with final completion at 180 calendar days. Bid pricing must remain firm for 180 days. A bid bond of at least 5 percent of the total bid is required if the total exceeds $50,000. The successful bidder must furnish performance and payment bonds each equal to 100 percent of the contract amount. Insurance requires general liability and automobile liability of $1 million per occurrence, plus statutory workers compensation and employer's liability, all carried by an A.M. Best-rated carrier of A- or better. Bidders must be licensed to do business in South Carolina, and all subcontractors require County approval.

Place of performance is 212 East Jefferson Street, York, South Carolina 29745. A pre-solicitation site visit is scheduled for November 13, 2026 at 10:00 a.m. at the McCelvey Center Building. Questions are due November 17, 2026 at 4:00 p.m. The solicitation requires electronic submission through the OpenGov portal, while the bid form is designated for hard-copy submissions only. Required bid form contents include the bid bond, South Carolina contractor's license, subcontractor list, three references, a W-9, and acknowledgment of Addenda 1 through 4. York County Council approval is tentatively scheduled for December 21, 2026. Award will go to the lowest responsible and responsive bidder meeting all specifications and evaluation criteria.
