About this file

This is an Asbestos Inspection and Lead-Based Paint Survey report prepared by Katawba Environmental, Inc. for the McCelvey Center located at 212 East Jefferson Street, York, South Carolina, conducted on behalf of Culture & Heritage Museums. The inspection was performed on July 7, 2026, as an update and supplemental sampling event to a previous Phase I Environmental Site Assessment dated December 2000. The assessment identified asbestos-containing materials (ACM) and lead-based painted (LBP) components within the facility prior to planned renovations involving painting and fire alarm system upgrades. The facility, constructed in two phases (1900 and 1922), is a former Yorkville Female College converted into a museum and 500-seat auditorium with brick masonry construction. Bulk sampling was conducted at random throughout the structure using accepted industry procedures in accordance with 40 CFR Part 763 and SCDES Regulation 61-86, with samples analyzed by Polarized Light Microscopy (PLM) at a certified NVLAP laboratory.

The inspection identified ACM associated with floor tile and floor tile mastic throughout the facility. All 9x9 floor tiles in various colors (green, red, grey, and brown) and their associated mastic were classified as ACM, with asbestos concentrations ranging from 2 to 10 percent chrysotile. Brown sheet vinyl flooring (20 percent chrysotile) and boiler room and pipe insulation also tested positive for asbestos. Lead-based paint sampling results showed concentrations below the EPA threshold of 0.5 percent by weight, with the highest detected level at 0.33 percent. The report recommends that identified ACM undergo abatement prior to any planned renovations disturbing these materials and suggests additional ACM assessment for future work impacting the elevator shaft, electrical wiring, chalkboards, or structural wall systems. No specific pricing, contract term, set-asides, or incumbent information is provided in this technical survey document.

On July 7, 2026 and December 1, 2000 an asbestos building inspection was performed at

212 E. Jefferson Street, York, South Carolina. The facility was partially occupied at the time of the inspection. The structure present at the site was constructed in two separate periods 1900 and 1922. Asbestos-containing material (ACM) sampling was conducted to evaluate suspect building materials for the presence of asbestos fibers in accordance with the project scope and applicable regulatory requirements. The purpose of this inspection was for the identification of asbestos containing materials prior to light renovations. At the time this Scope of Work (SOW) was conducted, painting and fire alarm upgrades were planned in the near future.

Sampling of suspect areas were performed in accordance with 40 CFR part 763 and

SCDES Regulation 61-86. Samples were taken at random throughout the structure.

Homogeneous areas of suspect materials were identified through a visual inspection, and representative bulk samples were collected using accepted industry procedures designed to maintain sample integrity and minimize fiber release. Sampling locations, material descriptions, quantities, and condition were documented in the field and assigned unique sample identification numbers to maintain traceability throughout the analytical process.

All sampling activities were performed by qualified personnel utilizing appropriate personal protective equipment and engineering controls, as necessary, to minimize potential exposure.

Following collection, bulk samples were submitted under documented chain-of-custody procedures to an accredited laboratory for analysis. All samples were analyzed by PLM at a certified NVLAP Laboratory. Samples were analyzed using Polarized Light

Microscopy (PLM) in accordance with the U.S. Environmental Protection Agency (EPA)

Method 600/R-93/116 or an equivalent approved analytical method. Materials containing greater than one percent (>1%) asbestos by weight were classified as asbestos-containing material (ACM) in accordance with EPA regulations. Laboratory quality assurance and quality control procedures included instrument calibration, analyst verification, quality control samples, and established laboratory protocols to ensure the accuracy and reliability of the analytical results.

The analytical results presented in this report identify building materials that contain asbestos and provide the basis for evaluating potential regulatory and health considerations associated with renovation, maintenance, demolition, or occupancy activities. Identified ACM should be managed in accordance with applicable federal, state, and local regulations, including the Occupational Safety and Health Administration

(OSHA), the U.S. Environmental Protection Agency (EPA), and any applicable state requirements. The findings contained in this report are intended to support project planning, regulatory compliance, and the development of appropriate asbestos management or abatement strategies for the subject property.

CONCLUSIONS

Asbestos Containing Materials (ACMs) were associated with the floor tile and floor tile mastic. All 9x9 floor tile in various colors of green, red, grey or brown and associated mastic qualifies as ACM. All boiler room and pipe insulation tested positive for the presence of asbestos. This material will have to undergo abatement prior to any planned renovations disturbing this material. Additionally, due to the age of the structure other suspect ACM could be present in the facility. Evaluation and testing of all building materials was beyond this SOW. Future renovations that will impact the elevator shaft, electrical wiring, chalkboards or structural wall systems should conduct additional ACM assessment, prior to work onset.

LEAD SAMPLING

On July 7, 2026 and December 1, 2000, Lead-Based Paint (LBP) sampling was performed to evaluate painted building components for the presence of lead in accordance with the project scope and applicable regulatory guidance. Representative paint samples were collected from selected homogeneous painted surfaces using procedures intended to maintain sample integrity and minimize the potential for cross-contamination. Each sample location was documented and assigned a unique identification number to establish a clear chain of custody from field collection through laboratory analysis. Sampling activities were conducted by qualified personnel using accepted industry practices and in accordance with applicable federal, state, and local requirements.

Following collection, paint chip samples were submitted under chain-of-custody documentation to an accredited analytical laboratory for determination of lead concentration. Laboratory analysis was performed using recognized analytical methods approved for lead-based paint determination. Analytical results were evaluated against the current federal definition of lead-based paint established by the U.S. Department of

Housing and Urban Development (HUD) and the U.S. Environmental Protection Agency

(EPA), which defines lead-based paint as paint containing lead at concentrations equal to or greater than 1.0 milligram per square centimeter (mg/cm²) or 0.5 percent lead by weight (5,000 parts per million). Laboratory quality assurance and quality control procedures included instrument calibration, method blanks, laboratory control samples, and other quality control measures to verify analytical accuracy and precision.

The analytical results presented in this report provide the basis for identifying building components that contain lead-based paint and for evaluating potential regulatory and health considerations associated with future renovation, maintenance, demolition, or abatement activities. Components determined to contain LBP should be managed in accordance with applicable federal, state, and local regulations to minimize the generation and migration of lead-containing dust and debris. The findings presented herein are intended to support project planning, regulatory compliance, and the development of appropriate lead hazard management strategies for the subject property.

Due to the limitations of the EPA 600 / R93 / 116 method, nonfriable organically bound materials (NOBs) such as vinyl floor tiles can be difficult to analyze via polarized light microscopy (PLM). EPA recommends that all NOBs analyzed by PLM, and found not to contain asbestos, be further analyzed by Transmission Electron Microscopy (TEM). Please note that PLM analysis of dust and soil samples for asbestos is not covered under NVLAP accreditation. Estimated measurement of uncertainty is available on request.

Dear Alex, Enclosed are asbestos analysis results for TEM bulk samples received at our laboratory on 07/07/26. The samples were analyzed for asbestos using transmission electron microscopy (TEM) per Chatfield/EPA 600/R- 93/116 Sec. 2.5.5.1 method.

Sample results containing >1% asbestos are considered asbestos-containing materials (ACMs) per the EPA regulatory requirements. The detection limit for the TEM Chatfield/EPA 600/R-93/116 Sec. 2.5.5.1 method is <1% depending on the processed weight and constituents of the sample.

Thank you for your business and we look forward to continuing good relations.
