About this file

This is a Project Manual containing 100% Construction Documents for the McCelvey Center HVAC and MEP Assessment project, a joint effort between Culture & Heritage Museums of York County and the City of York, South Carolina. The project scope encompasses replacement of HVAC units for the Auditorium and installation of a new fire alarm system at the McCelvey Center located at 212 East Jefferson Street, York, South Carolina. The project is managed by CMTA, Inc. (Project Number 226.007), with mechanical engineer James L. Currie, PE, LEED AP and electrical engineer Robert A. Hans as the responsible professionals. Key milestone dates include a Notice to Proceed (NTP) with a final projected date to be determined (TBD), substantial completion 120 calendar days from NTP, and final substantial completion with commissioning punch lists complete at 180 calendar days from NTP. The construction documents include mechanical, electrical, and plumbing coordination drawings across basement, main lobby, and second floor levels, along with demolition plans and detailed specifications organized by division.

The contract is structured as a single prime contract with the potential for the mechanical contractor to serve as the prime if properly licensed as a general contractor with appropriate subcontractors. All contractors must comply with Division 00 (Procurement and Contracting Requirements) and Division 01 (General Requirements) specifications, with specific responsibilities outlined for mechanical, plumbing, electrical, and related trade work. Contractors are required to provide a Schedule of Values, detailed construction schedules using Critical Path Method, daily construction reports, and coordinated CAD-based shop drawings within 45 days of contract award. Overhead and profit limitations are set at 15% for own labor, material, and rentals, 10% for subcontracted work, and 5% for deductive work. The contract requires proof of compliance with immigration laws, HEPA-filtered dust control procedures, and coordination with existing facility operations to minimize disruption. Payment procedures require notarized applications submitted by the 20th of each month covering the period ending the 25th, with performance and labor/materials bonds required, and interest on unpaid amounts due after 30 days at 0% annually.
