About this opportunity

The Big Sky Fire Department is seeking proposals for Materials Testing and Inspection (MTI) services for the Fire Station No. 3 Project located at 220 Inspiration Point Road in Big Sky, Montana, within Gallatin County. The project involves constructing a new 10,273 square foot two-story fire station with three drive-through bays, sleeping quarters, offices, and support spaces, emphasizing fire mitigation strategies and utilizing fire-resistant materials such as stone, heavy timber, and standing seam metal roofing. The MTI firm will be responsible for comprehensive testing and inspection services covering soils, concrete, structural steel, masonry, utility bedding, and specialized inspections including seismic resistance testing. Key dates for the procurement include RFP availability on March 6, 2025, proposal submissions due by March 28, 2025, candidate notification by April 7, 2025, and a tentative construction start in May 2025 with an expected 18-month project duration. Proposing firms must submit detailed documentation including firm profiles, project team details, sample reports, fee structures, unit costs for each test type, hourly rates, estimated total service costs, and proof of insurance, with the Owner reserving the right to select based on best overall value.

The RFP does not explicitly specify set-aside designations or restrictions on responding organizations. The project is designed as a Risk Category IV (Essential Facility) in a seismic category D zone, which may impact potential respondents' qualifications. The structure is designed with a 75-year life expectancy and will serve the Spanish Peaks and surrounding areas, incorporating wildfire-resilient design principles. While specific budget ranges are not directly stated, the comprehensive nature of the project, including extensive seismic requirements and specialized construction techniques, suggests a significant capital investment. The geotechnical investigations and supplemental recommendations indicate complex site conditions, including claystone bedrock and potential soil expansion, which may influence the complexity and potential costs of materials testing and inspection services. The project manual and associated documents suggest a comprehensive approach to construction that will require highly qualified and technically proficient testing and inspection professionals with expertise in fire station construction and advanced building technologies.
