About this opportunity

Seminole County Board of County Commissioners is requesting bids on a Master Services Agreement for miscellaneous major and minor bridge repairs under Project CC-7200-26/TAD, with bids due November 18, 2026 at 2:00 p.m. and questions due November 2, 2026 at 5:00 p.m. The County intends to award to multiple contractors, with work distributed through competitive Work Order assignments. Contractors must be pre-qualified by the Florida Department of Transportation under Rule Chapter 14-22 for FDOT Prequalification of R&R Intermediate Bridge Work Class — a mandatory qualification filter.

The scope encompasses all labor, materials, equipment, fasteners, and incidentals for regular maintenance and emergency repairs caused by vehicular accidents, vandalism, or acts of God. The bid specification lists 57 line items including work-zone signage, temporary barriers, sediment and turbidity controls, excavation, concrete work, asphalt paving, and bridge repair and restoration activities. This is a unit price contract; bidders submit pricing for each line item.

The Engineer's estimate is $1.2 million annually. M/WBEs are encouraged to participate. Bid security of 5% of the total bid amount is required, as either a certified check, cashier's check, or bid bond from a Florida-licensed surety. All bids remain firm for 90 days after opening. Awarded contractors must post performance, payment, and warranty bonds compliant with Florida Statutes Section 255.05.

Evaluation criteria include capacity and financial resources, minimum three satisfactory years in business, experience with similar projects, quality control programs, compliance with Seminole County Purchasing Code Chapter 220, and past performance on County contracts. Contractors must certify public entity crimes compliance, non-collusion, workers' compensation coverage, drug-free workplace status, and E-Verify participation. Payment follows a 30-day invoicing cycle. For Work Orders of $100,000 or above, the County retains 10%; smaller orders receive 100% payment upon completion. When work is funded through FEMA grants, Davis-Bacon Act wage requirements, Contract Work Hours and Safety Standards Act provisions, and federal debarment certifications apply. Bid documents are available via the Seminole County procurement portal at https://secure.procurenow.com/portal/seminolefl.
