About this opportunity

Collier County Board of County Commissioners is seeking qualified Marine Construction Contractors through an Invitation for Qualification (IFQ) No. 25-8346 to establish a pool of contractors for various marine construction services. The procurement covers comprehensive project management, materials, equipment, labor, and subcontractor coordination for projects including beach maintenance, seawall repairs, dock and boat ramp installations, marine habitat restoration, dredging, and underwater repairs. Contractors must demonstrate expertise in marine construction, comply with safety standards, environmental regulations, and local, state, and federal codes. The evaluation criteria will allocate 100 points across four categories: Cover Letter/Management Summary (5 points), Business Plan (30 points), Experience and Capacity of the Firm (35 points), and Expertise of Team Members (30 points). Proposals are due on July 16, 2025, at 3:00 pm EST, with a contract term of three years and two optional one-year renewals. Contractors must provide proof of Florida licensing, complete reference forms, and detail their team's qualifications.

The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it does include a local vendor preference option. Contractors must be enrolled in the E-Verify program and carry comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability, and specialized maritime insurance with minimum liability limits ranging from $1,000,000 per occurrence. Payment and performance bonds are required for projects exceeding $200,000. Historically, county departments have spent approximately $500,000 annually on marine construction services, though future spending may vary. The contract allows for potential extension to other governmental entities and includes a vendor performance evaluation system for contracts exceeding $25,000. The multi-contractor award approach enables flexible pricing methodologies, including lump sum, time and materials, or unit price approaches depending on specific project requirements.
