About this opportunity

The City of Manitou Springs is seeking architectural and engineering design services for the comprehensive Hiawatha Gardens restoration project through RFP 2025-005, which encompasses four distinct project phases located at 10 Old Man's Trail. The procurement involves multi-phase design services for restroom and parking lot improvements, historic dance hall rehabilitation, vehicular and pedestrian bridge construction, and transportation hub renovations. Required professional services include architecture, civil engineering, structural engineering, MEP engineering, fire protection design, lighting design, IT/low voltage design, interior design, roof consulting, landscape architecture, and irrigation design. Key project milestones include a pre-proposal site visit conducted on February 25, 2025, with proposal submissions due by March 17, 2025. The city anticipates shortlisting two to four firms based on qualifications, with interviews scheduled for March 27, 2025, and final candidate selection by April 2, 2025. Evaluation will focus primarily on firm and team member qualifications, with design process scheduled to begin in April 2025 and anticipated permit and schematic design drawings to be completed by October 2025 for Phase 1 and end of summer 2025 for subsequent phases.

While no specific set-aside designations were explicitly mentioned, the RFP indicates a preference for local teams with Colorado presence and experience. The project will be funded through a Construction Manager/General Contractor (CM/GC) approach with subsequent fundraising, with approximate budgets outlined as follows: Phase 1 at $2.5 million, Phase 2 at $3.6 million, Phase 3 at $1 million, and Phase 4 at $2.7 million. Partial funding is confirmed, with Phase 1 fully funded for design and construction, including Pikes Peak Rural Transportation Authority (PPRTA) funds that require construction to begin in 2025. The project involves renovating a locally designated historic dance hall and will require coordination with city council and commissions, as well as obtaining necessary entitlements such as a Major Development Plan, Grading and Erosion Control Permit, and Material Change of Appearance Certificate. Existing site conditions, as revealed in attached environmental reports, include potential asbestos and mold remediation requirements that bidders should be prepared to address during the design process.
