About this file

This document is an asbestos survey report prepared by Advanced Environmental Consulting, LLC (AEC) for the City of Manitou Springs, specifically addressing a building located at 10 Old Man's Trail in Manitou Springs, Colorado. Conducted on August 8, 2016, by a Colorado Department of Public Health and Environment certified Asbestos Building inspector, the survey involved sampling and laboratory analysis of various building materials to identify potential asbestos-containing materials (ACM) that might be disturbed during planned renovation activities. The inspection covered four sections of the building: upstairs, main floor, crawl space, and exterior, with a total of forty-nine homogeneous areas sampled in ninety-two locations.

Laboratory analysis by Aerobiology Laboratory Associates revealed fourteen sampled materials contained asbestos above the regulatory limit of 1%, necessitating proper asbestos abatement procedures. The identified asbestos-containing materials included various surfacing materials, floor tiles, mastics, and texture coatings with asbestos percentages ranging from 2% to 25%. The report recommends that only a licensed asbestos abatement contractor using trained personnel and appropriate methods (such as HEPA-filtered vacuuming, wet cleaning, respiratory protection, and negative-air enclosures) should conduct the removal. The Colorado Department of Public Health and Environment requires permitting for removal activities exceeding specific threshold quantities, and AEC indicates they can develop a project design for the asbestos abatement.

Subject: Industrial Hygiene Support Services Related to an Asbestos Building Inspection and Report

Dear Ms. Anthony:

Advanced Environmental Consulting, LLC (AEC) was retained to sample a building that is planned for renovation activities at 10 Old Man’s Trail in Manitou Springs, Colorado. The asbestos survey included bulk sampling of suspect asbestos-containing material (ACM) observed on the drywall surfacing including joint compound, plaster surfacing, un-surfaced drywall, flooring and mastics, floor tiles, miscellaneous floors, ceiling tiles, wall tiles, cove base, carpet glue, pipe wrap, roofing materials, and exterior siding; and, the submittal of samples for asbestos content laboratory analysis. The purpose of this inspection was to sample suspect ACM that would be disturbed by the renovation activities and to have laboratory analysis identify whether the suspect material(s) contained asbestos. If asbestos-containing, the material(s) would then be removed properly by a General Abatement Contractor (GAC).

Observations and Suspect Asbestos-Containing Materials at the Site The asbestos survey was conducted on August 8, 2016 by Colorado Department of Public Health and Environment certified Asbestos Building inspector Ms. Megan Glenn (Certification Number 22255).

The building is planned for renovation activities. Some minor destructive sampling was conducted on the above referenced material locations planned to be disturbed. The building was separated into four (4) sections when determining areas to sample. Those areas included the upstairs, the main floor, the crawl space, and the exterior of the building. Altogether, there were forty-nine (49) homogenous area(s) with suspect ACM that were sampled in ninety-two (92) locations at the job site.

Samples were submitted to Aerobiology Laboratory Associates Inc. (Aero) laboratory on August 9, 2016 for Polarized Light Microscopy (PLM) analysis to identify asbestos content. The samples were requested on a standard turnaround time for results.

Sampling and Analytical Procedures The inspection and assessment were performed in accordance with Environmental Protection Agency/AHERA recommended procedures. These procedures call for the visual inspection of all areas of concern and collection and analysis of representative bulk samples of suspect material.

Random bulk samples, representative of the suspect asbestos-containing building materials (ACBM) of each homogeneous area (HA), were collected according to the guidelines published as Environmental Protection Agency (EPA) Final Rule:

Title II of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654 and in compliance with 40 CFR, Part 763. Representative sampling is based on the following criteria:

1. The distribution of the suspect material throughout the HA.

2. The suspect material’s physical characteristics and application.

3. Random sampling patterns determined for each HA.

Suspect materials sampled and analyzed should be considered representative of materials in each HA if:

http://www.scoreaec.com/ mailto:AEC@SCOREAEC.COM

1. They exhibit similar physical characteristics; and

2. The application of the sampled material can be correlated to the application of un-sampled material.

Friable ACM means any material that contains asbestos and when dry can be crumbled, pulverized, or reduced to powder by hand pressure and that contains more than one percent asbestos by weight, area or volume. A non-friable material may become friable if its condition had deteriorated or has been impacted by forces that have rendered it friable.

Bulk samples collected were analyzed utilizing the EPA’s Method for the Determination of Asbestos in Bulk Building Materials (EPA 600/R/116, July, 1993) and the McCrone Research Institute’s The Asbestos Particle Atlas as methods references.

Analysis of the bulk samples was performed on the “date reported,” as listed in the bulk-sample analysis report.

Sampling Quantities AEC collected at least the minimum number of samples from each homogeneous area necessary to meet all regulatory requirements for the quantity of material to be disturbed. The quantities listed in this report are approximate and on-site verification of the exact quantity of each material is required. The following outlines the minimum sample quantities required per homogeneous area:

Surfacing Materials (SM): up to 1,000 ft² of material requires a minimum of three (3) samples; between

1,000 ft² and 5,000 ft² of material requires a minimum of five (5) samples; over 5,000 ft² of material requires a minimum of seven (7) samples; one (1) sample of each patch

Thermal System Insulation (TSI): each homogeneous area requires a minimum of three (3) samples; at least one (1) sample must be collected from each patch; and collect enough samples sufficient to adequately assess the material and determine the asbestos content for TSI fittings such as pipe elbows or T’s.

Miscellaneous Materials (Misc.): collect enough samples sufficient to determine the asbestos content

Inspection Protocol Suspect materials alike in appearance and application were sampled as HAs. Suspect materials were divided into three classifications:

1. Surfacing material (SM): sprayed or troweled onto structural building member.

2. Thermal systems insulation (TSI): any type of pipe, boiler, tank, or duct insulation.

3. Miscellaneous (Misc.): other suspect materials, including flooring, ceiling tiles, insulation, and finishing materials.

Condition assessments were performed by the accredited inspectors at the time of inspection. Condition assessments are listed in the following section. Ratings of “good,” “damaged,” and “severely damaged” are meant to indicate the overall condition of the material.

A material in “good” condition has no visible damage or deterioration, or showing only very limited damage or deterioration.

A material in “damaged” condition has the following characteristics:

The surface is crumbling, blistered, water-stained, gouged, marred or otherwise abraded over less than one-tenth of the surface if the damage is evenly distributed.

Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence.

A material in “severely damaged” condition has one or more of the following characteristics:

The surface is crumbling or blistered over at least one-tenth of the surface if the damage is evenly distributed.

One-tenth of the material is hanging from the surface, deteriorated, or showing adhesive failure.

Water stains, gouges, or mars are over at least one-tenth of the surface if the damage is evenly distributed.

Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces beneath the material can be used as confirmatory evidence.

Laboratory results Laboratory results received on August 17, 2016 document that fourteen (14) sampled materials submitted contained asbestos above the regulatory limit of 1%.

Section III.A.1.c – Abatement, Renovation and Demolition Projects - of Colorado Regulation 8 requires that all samples of friable asbestos is estimated to be 1% asbestos or less, but greater than 0%, by a method other than point counting, the determination shall be repeated using the point counting technique with PLM.

Samples containing trace amounts of asbestos require following these federal guidelines: federal worker protection regulations (29 CFR 1926.1101 and 40 CFR 763); the National Emissions Standards for Hazardous Air Pollutants (NESHAP, 40 CFR 61 Subpart M); the U.S. Environmental Protection Agency (EPA) Guidance for Controlling Asbestos- Containing Materials in Buildings (“Purple Book”, EPA 560 / 5-85-04); and the Asbestos Hazard Emergency Response Act (AHERA, 40 CFR 763 Subpart E).

Please find attached the Aero laboratory report of PLM results.

Conclusions AEC observed forty-nine (49) homogenous areas throughout the building property that would be disturbed during the planned project renovations. The drywall surfacing including joint compound, plaster surfacing, un-surfaced drywall, flooring and mastics, floor tiles, miscellaneous floors, ceiling tiles, wall tiles, cove base, carpet glue, pipe wrap, roofing materials, and exterior siding were sampled in ninety-two (92) locations at the building 10 Old Man’s Trail in Manitou Springs, Colorado.

Based on the site observations and, bulk sample PLM laboratory analysis results collected by AEC, fourteen (14) suspect material contained asbestos; therefore, removal of this area will require asbestos abatement. The following sampled materials and areas are asbestos-containing:

The CDPHE requires permitting for any removal activities in a commercial or residential building that contains greater than the trigger levels (i.e. commercial 160 sq./ft., 260 ln./ft., equivalent of a 55-gallon drum) (i.e. residential 32 sq./ft., 50 ln./ft., equivalent of a 55-gallon drum). Colorado Regulation No. 8 requires a project design in with the amount of ACM to be abated exceeds 1,000 ln./ft. on pipes, or 3,000 sq./ft. on other surfaces. AEC is able to develop a project design for this project.

Recommendations AEC recommends that when ACM is removed/abated, that only a licensed asbestos abatement contractor using personnel trained in the handling of ACM be allowed to conduct such activities using appropriate methods (HEPA-filtered vacuuming, wet cleaning methods, respiratory protection, protective clothing, personnel decontamination, negative-air enclosures, air monitoring, etc.).

Limitations This report describes the data collected and observations made by AEC during the visual inspection and bulk sampling in the above referenced building. AEC represents that its services were performed within the limits prescribed by applicable regulations, within scope of work as approved by the EPA and the State of Colorado and in a manner consistent with the level of care and skill ordinarily exercised by other professional consultants under similar circumstances.

General Notes

ND indicates no asbestos was detected; the method detection limit is 1 %.

Trace or "<1" indicates asbestos was identified in the sample, but the concentration is less than 1%.

Notes Required by NVLAP

This test report relates only to the items tested or calibrated.

This report is not valid unless it bears the name of a NVLAP-approved signatory.

Any reproduction of this document must include the entire document in order for the report to be valid.

780 Simms Street, Suite 104, Golden, CO, 80401, 303.232.3746

NVLAP Lab Code

This report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the Federal Government.

All regulated asbestos minerals (i.e. chrysotile, amosite, crocidolite, anthophyllite, tremolite, and actinolite) were sought in every layer of each sample, but only those asbestos minerals detected are listed. Amosite is the common name for the asbestiform variety of the minerals cummingtonite and grunerite. Crocidolite is the common name used for the asbestiform variety of the mineral riebeckite.

Tile, vinyl, foam, plastic, and fine powder samples may contain asbestos fibers of such small diameter (< 0.25 microns in diameter) that these fibers cannot be detected by PLM.

For such samples, more sensitive analytical methods (e.g. TEM, SEM, and XRD) are recommended if greater certainty about asbestos content is required. Semi-quantitative bulk TEM floor tile analysis is accepted under NESHAP regulations.

These results are submitted pursuant to Aerobiology Laboratory Associates, Inc.’s current terms and conditions of sale, including the company’s standard warranty and limitation of liability provisions. No responsibility or liability is assumed for the manner in which the results are used or interpreted.

Unless notified in writing to return the samples covered by this report, Aerobiology Laboratory Associates, Inc. will store the samples for a minimum period of thirty (30) days before discarding. A shipping and handling charge will be assessed for the return of any samples.

Aerobiology does not guarantee the results of tape lifts, microvacs, wipe, and/or debris samples. Accurate analysis cannot be performed due to particle size, media used, and/or amount of material given. Analysis of these materials should be preformed by a TEM. A result of ND does not indicate that the sample area does not contain asbestos. It means the analyst could not identify asbestos in the specific sample for the reasons listed above.
