About this opportunity

The City of Tucson Parks and Recreation Department is procuring management and operations services for Lincoln Regional Park Concession Stands through a Request for Proposal process. The successful contractor will provide comprehensive snack bar and concession services at two four-field softball complexes—the North Complex at 8116 E. Escalante Road and the South Complex at 4325 S. Pantano Road—which operate year-round with average weeknight attendance of approximately 150 participants and weekend tournament attendance of approximately 500 people per complex. The contractor must furnish all staff, equipment, inventory management, and operational oversight to ensure services are delivered in a clean, safe, and sanitary environment in compliance with Pima County health permits and OSHA safety standards. Key objectives include establishing a functional concession operation, generating revenue to offset the City's program costs, providing revenue-sharing arrangements for organizations hosting tournaments as fundraising activities, maintaining competitively priced and affordable offerings consistent with local market standards, and prioritizing effective management and quality customer service. Required qualifications include demonstrated experience in concession management, ability to obtain a Pima County Health Permit and City Business License, maintenance of commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation coverage, commercial automobile liability coverage, and a $100,000 fidelity bond. A non-mandatory pre-submittal meeting is scheduled for March 25, 2026, at 2:30 p.m. via Microsoft Teams; the question submission deadline is March 27, 2026, at 4:00 p.m.; and proposals are due April 8, 2026, at 2:00 p.m. through the City's online bidding system. Evaluation criteria, in relative order of importance, include qualifications and experience, method of approach, proposed financial commitment to the City including pro forma projections, and revenue-sharing proposals for events.

The City of Tucson has established mandatory compliance requirements tied to federal funding sources, including provisions under the Federal Transit Administration (FTA), American Rescue Plan Act (ARPA), and Housing and Urban Development (HUD) programs. Section 3 compliance requirements mandate that contractors direct employment and economic opportunities to low- and very low-income persons, requiring at least 25 percent of all labor hours be performed by Section 3 Workers and 5 percent by Targeted Section 3 Workers, with Section 3 Workers defined as individuals whose annual income does not exceed the Tucson HUD Income Limit of $53,850. Contractors must comply with Executive Order 11246 regarding equal employment opportunity, suspension and debarment regulations under 2 CFR Parts 180 and 3000, the Byrd Anti-Lobbying Amendment, prevailing wage determinations if applicable, and Contract Work Hours and Safety Standards Act provisions for overtime compensation. Additionally, contractors must comply with the City's Living Wage Ordinance and provide a comprehensive employee manual with safety certifications. The contract term is three years with options for two additional one-year renewal periods at the City's discretion, and pricing proposals may include a flat rent, percentage of sales, or combination approach with quarterly financial reporting and payment requirements. No incumbent contractor information, award value, or budget range is specified in the available solicitation documents; interested proposers should contact the City of Tucson for complete financial and performance parameters.
