About this opportunity
The City of St. Petersburg, Florida, operating under Pinellas County jurisdiction, is soliciting proposals through RFP No. 26-169 for a management evaluation of the Billing and Collections Department. The procurement seeks a qualified firm to conduct a comprehensive assessment of departmental operations, including performance testing, employee interviews at all organizational levels, and efficiency and effectiveness evaluations across multiple operational areas such as mission and vision alignment, organizational structure, budget allocation, staffing levels and qualifications, management practices, succession planning, policies and procedures, customer service delivery, communication systems, technology utilization, employee engagement, diversity initiatives, strategic planning, employee safety, billing processes, meter reading procedures, utility assistance programs, and emergency preparedness. The contractor must also conduct an anonymous survey of all department employees to assess morale, management perception, working conditions, and organizational effectiveness, with analysis stratified by demographic groupings including race, gender, organizational unit, level, function, and tenure. Deliverables include twenty hard copies and one digital PDF copy of a comprehensive management evaluation report, to be submitted within 180 days of contract execution, along with a minimum of one oral presentation to the Budget, Finance & Taxation Committee and/or City Council. The proposal evaluation criteria are weighted as follows: Qualifications and Experience of Firm and Staff (30 percent), Project Approach (25 percent), Cost Analysis (20 percent), Schedule (10 percent), and Business Enterprise Outreach and Utilization (15 percent). Proposers must demonstrate relevant experience through three completed projects from the past ten years with detailed client references, contract values, schedule comparisons, and key personnel participation, with a minimum of five years of experience in providing management evaluation services. All proposals must be submitted electronically through the OpenGov Procurement portal as a single PDF document limited to 50 pages (excluding cover pages and section dividers) by April 30, 2026, at 3:00 pm, with a deadline for questions set at April 21, 2026.
This procurement does not establish mandatory set-aside requirements for disadvantaged business enterprises; however, the City encourages and will evaluate proposers' voluntary engagement with Small Business Enterprises (SBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), and Veteran-Owned Businesses within the Tampa Bay Region, with no minimum participation level mandated as a condition for contract award. Proposers are required to submit a Subcontractor Utilization Plan demonstrating their outreach efforts and strategies for reducing barriers to participation by these business categories. All proposers must be registered with the Florida Department of State Division of Corporations and comply with E-Verify requirements and public records laws. The contractor must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, workers' compensation insurance as required by Florida law, and errors and omissions insurance of $1,000,000 per occurrence. No specific award value or budget range is disclosed in the solicitation documents; rather, proposers must submit detailed cost analyses and fee proposals structured according to three tables addressing fixed fees for base services and employee survey components, hourly rates for all personnel disciplines with estimated hours and calculated totals, and itemization of all other costs including expense descriptions, estimated quantities, unit prices, and totals. The contract will be structured with a Maximum Annual Price to be determined based on the evaluation of submitted proposals, with services pricing to remain firm for the initial contract term; any increases upon renewal require mutual written agreement.
