About this file
This is a Fee Summary template document for RFP No. 26-169 issued by the City of St. Petersburg, Florida, for a management evaluation of the Billing and Collections Department. The solicitation requires offerors to conduct a comprehensive assessment of departmental operations, including performance testing, employee interviews across all organizational levels, and efficiency and effectiveness evaluations. The contractor must deliver twenty hard copies and one digital PDF copy of a comprehensive management evaluation report within 180 days of contract execution, along with a minimum of one oral presentation to the Budget, Finance & Taxation Committee and/or City Council. Proposals must be submitted electronically through the OpenGov Procurement portal as a single PDF document limited to 50 pages (excluding cover pages and section dividers) by April 30, 2026, at 3:00 pm, with a question deadline of April 21, 2026.
The Fee Summary template requires offerors to structure their cost proposals using three tables: fixed fees for base scope of services and employee survey components; hourly rates for all personnel disciplines with estimated hours and calculated totals; and itemization of all other costs including expense descriptions, estimated quantities, unit prices, and totals. No specific award value or budget range is disclosed in the solicitation; instead, the contract will be structured with a Maximum Annual Price determined based on evaluation of submitted proposals. The City encourages voluntary engagement with Small Business Enterprises, Women Business Enterprises, Minority Business Enterprises, and Veteran-Owned Businesses within the Tampa Bay Region with no mandatory set-aside requirements or minimum participation levels. The contractor must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, workers' compensation as required by Florida law, and errors and omissions insurance of $1,000,000 per occurrence, with pricing to remain firm for the initial contract term and any renewal increases requiring mutual written agreement.
