About this file

This is a Subcontractor Utilization Plan form for the City of St. Petersburg, Florida (under Pinellas County jurisdiction) related to RFP No. 26-169 for a management evaluation of the Billing and Collections Department. The form requires proposers to demonstrate their intent and efforts to engage small business enterprises (SBE), women business enterprises (WBE), veteran-owned businesses, and minority business enterprises (MBE) located in the Tampa Bay Region. Proposers must describe specific engagement strategies, including outreach, education, mentorship, and process improvements designed to reduce barriers to participation by these business categories. Proposals are due electronically through the OpenGov Procurement portal by April 30, 2026, at 3:00 pm, with a question deadline of April 21, 2026. The evaluation criteria allocate 15 percent of the total score to business enterprise outreach and utilization. The contract requires deliverables including twenty hard copies and one digital PDF copy of a comprehensive management evaluation report within 180 days of contract execution, plus a minimum of one oral presentation to the Budget, Finance & Taxation Committee and/or City Council.

The subcontractor utilization plan contains four primary business enterprise categories: SBE, WBE, Veteran-Owned Business, and MBE, with proposers determining anticipated percentages of contract amounts and listing specific anticipated subcontractors. Participation in these business enterprise categories is entirely voluntary, and no minimum participation level is mandated as a condition for contract award. The City encourages proactive engagement but will not deem proposals non-responsive based on zero small/veteran/diverse business participation. The contract pricing structure requires detailed cost analyses including fixed fees for base services, hourly rates for all personnel disciplines with estimated hours, and itemization of other costs, with a Maximum Annual Price to be determined following proposal evaluation. All proposers must maintain comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence and $1,000,000 errors and omissions insurance, and must be registered with the Florida Department of State Division of Corporations and comply with E-Verify requirements.
