About this file
This is a Subcontractor Utilization Plan form developed by the City of St. Petersburg, Florida (operating under Pinellas County jurisdiction) for RFP No. 26-169, which solicits proposals for a comprehensive management evaluation of the Billing and Collections Department. The procurement requires qualified firms to conduct performance testing, employee interviews at all organizational levels, and efficiency and effectiveness evaluations across multiple operational areas including organizational structure, staffing qualifications, management practices, technology utilization, billing processes, and emergency preparedness. Deliverables include twenty hard copies and one digital PDF of a comprehensive evaluation report with a minimum of one oral presentation to the Budget, Finance & Taxation Committee and/or City Council, to be submitted within 180 days of contract execution. Proposals must be submitted electronically through the OpenGov Procurement portal as a single PDF document limited to 50 pages by April 30, 2026, at 3:00 pm, with a question deadline of April 21, 2026.
The Subcontractor Utilization Plan form does not establish mandatory set-aside requirements for disadvantaged business enterprises; however, the City encourages voluntary participation by Small Business Enterprises (SBE), Women Business Enterprises (WBE), Minority Business Enterprises (MBE), and Veteran-Owned Businesses within the Tampa Bay Region, with no minimum participation level required as a condition for contract award. Proposers must describe their outreach efforts and strategies for reducing barriers to participation by these business categories, including mentorship and process changes. The evaluation criteria are weighted as Qualifications and Experience (30 percent), Project Approach (25 percent), Cost Analysis (20 percent), Schedule (10 percent), and Business Enterprise Outreach and Utilization (15 percent). Contractors must maintain comprehensive insurance coverage including commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and errors and omissions insurance of $1,000,000 per occurrence. No specific award value is disclosed; pricing is to remain firm for the initial contract term with any renewal increases requiring mutual written agreement.
