About this file

This Fee Summary document outlines the cost proposal structure for RFP No. 26-169 issued by the City of St. Petersburg, Florida, for a management evaluation of the Billing and Collections Department. The document establishes three required fee tables that offerors must complete to submit a compliant proposal. Table 1 requires contractors to provide fixed fees for the base scope of services related to management evaluation and a separate employee survey component, with a grand total fee amount. Proposals must be submitted electronically through the OpenGov Procurement portal as a single PDF document limited to 50 pages by April 30, 2026, at 3:00 pm, with a deadline for questions set at April 21, 2026. The contractor must deliver twenty hard copies and one digital PDF copy of a comprehensive management evaluation report within 180 days of contract execution, along with a minimum of one oral presentation to the Budget, Finance & Taxation Committee and/or City Council.

Table 2 requires offerors to itemize all hourly rates by personnel title or service category, include estimated hours for each discipline, and calculate totals to substantiate fees in Table 1. Table 3 requires itemization of all other costs, including expense descriptions, estimated annual quantities, unit prices, and total costs. The solicitation does not establish mandatory set-asides for disadvantaged business enterprises; however, the City encourages voluntary participation by Small Business Enterprises, Women Business Enterprises, Minority Business Enterprises, and Veteran-Owned Businesses, requiring offerors to submit a Subcontractor Utilization Plan. The contractor must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and errors and omissions insurance of $1,000,000 per occurrence. The contract will establish a Maximum Annual Price based on proposal evaluation, with pricing to remain firm for the initial contract term.
