About this opportunity

The City of Tucson is seeking proposals for an annual requirements contract for the maintenance of Sun Van, the city's ADA-compliant paratransit service fleet. This Federal Transit Administration (FTA) funded procurement (RFP #240076) involves maintaining 137 mini-buses that provide transportation services for individuals with disabilities within Tucson city limits and limited areas of Pima County. The solicitation requires a comprehensive maintenance contract covering repairs, preventative maintenance, fueling, interior and exterior cleaning, and warranty services for vehicles operating extensive service hours: 4:15 a.m. to 12:30 a.m. Monday through Friday, 4:45 a.m. to 10:00 p.m. on Saturday, and 5:30 a.m. to 9:00 p.m. on Sundays and holidays. The initial contract term is two years with potential for three additional one-year extensions, and pricing will be structured as a per-mile charge that varies based on vehicle mileage ranges. Key proposal deadlines include a pre-proposal conference on February 27, 2024, and a response deadline of March 25, 2024. Maintenance will be performed at the Sun Van facility located at 3401 E. Ajo Way in Tucson, which features six service bays, a tool room, parts room, and other support amenities.

The procurement includes Disadvantaged Business Enterprise (DBE) participation requirements and follows strict FTA guidelines for contract compliance. Contractors must adhere to federal regulations covering civil rights, debarment, environmental standards, and workplace safety provisions. The vehicles in the current fleet range from 2013 to 2023 model years, with manufacturers including StarTrans, Glaval, and StarCraft, predominantly built on Ford cut-away chassis and equipped with ADA wheelchair lifts. While a specific budget range is not explicitly stated, the contract involves maintaining a fleet with a required 15% spare ratio and follows FTA vehicle replacement guidelines that typically involve replacing vehicles after five years or 150,000 miles. Each revenue vehicle is equipped with either Ricon or Maxon Mobility wheelchair lifts, and the fleet serves an estimated 7,828 eligible riders. The facility includes multiple safety measures such as card access, video monitoring, and electronic gate access, suggesting a sophisticated operational infrastructure that any maintenance contractor must be prepared to support.
