About this opportunity

The Maryland Transit Administration is requesting proposals for a Design-Build contract to modernize the Cromwell Maintenance and Storage Facility located at 7390 Baltimore Annapolis Boulevard, Glen Burnie, Maryland (Contract T-2443-0150), with proposals due November 12, 2026 at 2:00 p.m. EST and questions due October 9, 2026 at 1:00 p.m. EST. The project is part of Light Rail Modernization Program Tranche 3 and funds federal transit capital improvements; the U.S. Department of Transportation's Interim Final Rule eliminating race- and sex-based presumptions in the DBE program became effective October 3, 2025, and MDOT will not set new DBE goals or monitor participation on contracts containing federal funding until re-evaluation is complete, though the Maryland MBE program remains unaffected.

The scope encompasses design and construction of improvements to the existing main building, construction of a new annex building, yard expansion and reconfiguration, and upgrades to trackwork, traction power and overhead contact systems, train control and communications systems, and site utilities and drainage to accommodate the anticipated purchase and transition to new Low Floor Light Rail Vehicles (LFLRVs) from the current High Floor Light Rail Vehicle fleet, including transitioning, training, testing, commissioning, and maintenance activities.

Minimum qualifications require prospective offerors to maintain a Worker's Compensation Experience Modification Rating no greater than 1.0; demonstrate at least five years of maintenance and storage facility design and construction experience on projects valued over $50 million; successfully complete at least one comparable public transit rail maintenance and storage facility project in North America using Design-Build within the last five years; complete at least three Design-Build projects within the last ten years with similar complexity; and demonstrate self-performance of at least 30 percent of the contract value on a qualifying project. All design work must be completed under responsible charge of a Maryland-licensed Professional Engineer with sealed documents. The Design-Builder is responsible for all permitting, stakeholder coordination, and progressive design submissions at 30%, 85%, and 100% completion stages, along with comprehensive O&M documentation formatted for integration into the Administration's Computerized Maintenance Management System (Maximo), training and certification programs, warranty matrices, and asset management data. A pre-proposal conference was held August 4, 2026, and site visit was conducted August 6, 2026.
