About this file
This is Addendum No. 001 to a Design-Build Request for Proposals issued by the Maryland Transit Administration (MTA), a division of the Maryland Department of Transportation (MDOT), for the LTR Cromwell Maintenance and Storage Facility Modernization project under Contract No. T-2443-0150. The addendum, effective August 11, 2026, introduces the Pre-Proposal Conference slide deck, Pre-Proposal Conference attendee list, and Pre-Proposal Site Visit attendee list as document additions to the original RFP. The project scope includes modernization of the existing maintenance shop, construction of a new annex shop building, expansion and reconfiguration of the storage yard, and upgrades to trackwork, traction power and overhead contact systems, train control and communications systems, and site utilities and drainage. A Pre-Proposal Conference was held on Tuesday, August 4, 2026, at 10:30 a.m. ET, with a site visit scheduled for Thursday, August 6, 2026, at 1:00 p.m. ET at the Cromwell Maintenance Facility located at 7390 Baltimore-Annapolis Boulevard, Glen Burnie, Maryland. The deadline for pre-proposal questions is Friday, October 9, 2026, at 1:00 p.m. EST, with proposals due on November 12, 2026, at 2:00 p.m. EST via the eMaryland Marketplace Advantage (eMMA) portal.
Minimum qualification requirements for prospective offerors include maintaining a Worker's Compensation Experience Modification Rating no greater than 1.0; demonstrating at least five years of maintenance and storage facility design and construction experience on projects valued over $50 million; successfully completing at least one comparable public transit rail maintenance and storage facility project in North America using Design-Build within the last five years; completing at least three Design-Build projects within the last ten years with similar complexity; and demonstrating self-performance of at least 30 percent of the contract value on a qualifying project. All proposals must follow specific submission requirements, with the Technical Proposal submitted separately from the Financial Proposal, each containing specified tabs and documentation. The award will be made to the responsible offeror whose proposal is determined to be most advantageous to the State. The addendum notes that the U.S. Department of Transportation's Interim Final Rule eliminating race- and sex-based presumptions in the Disadvantaged Business Enterprise (DBE) program became effective October 3, 2025, and that MDOT will not set new DBE goals or monitor participation on contracts containing federal funding until re-evaluation is complete, although the Maryland Minority Business Enterprise (MBE) program remains unaffected.

INTRODUCTIONS
PURPOSE
• This Design-Build Request for Proposals (DB RFP) was issued to procure goods or services from a contract between the selected Offeror and the Administration.
• A "Design-Build" is a project delivery method where the design and construction services are contracted by a single entity known as the "Design-Builder."
• An RFP means any document, whether attached or incorporated by reference, used for soliciting proposals from offerors under any method allowed under this title excluding competitive sealed bidding and comparable small procurement methods.
• Its goal is to:
• Obtain competitive Design-Build proposals for the Cromwell Maintenance and Storage Facility Modernization Project.
INTENT & GOALS
• The intent of this Design-Build RFP is to solicit competitive proposals and select a qualified Design-Builder in accordance with COMAR 21.05.16.
• This procurement supports Tranche 3 of the Light Rail Modernization Program (LRMP), focused on modernization of the Cromwell Maintenance and Storage Facility (MSF).
• More information about the LRMP is available at its dedicated website: https://www.mta.maryland.gov/modern-lr
• Work will include the following scope items:
