Light Rail Modernization Program Cromwell Maintenance and Storage Facility Modernization Project (LRMP Tranche 3) Design-Build RFP

This Request for Proposals document is issued by the Maryland Transit Administration (MTA) for a Design-Build contract to modernize the Cromwell Maintenance and Storage Facility located at 7390 Baltimore Annapolis Blvd, Glen Burnie, Maryland (Contract Number: T-2443-0150). The project encompasses design and construction improvements to accommodate the anticipated purchase of new Low Floor Light Rail Vehicles (LFLRVs), facilitate the transition from the current High Floor Light Rail Vehicle (HFLRV) fleet, and support transitioning, training, testing, commissioning, and maintenance activities for the new vehicles. The RFP Book 4 serves as the Reference Information section and includes comprehensive technical documentation organized into appendices covering base technical concept drawings, design calculations, equipment cut sheets, MTA roofing policy, stormwater management documents, and geotechnical boring information. Several appendices are designated to be provided via a secure Data Room following receipt of a Non-Disclosure Agreement (NDA) from prospective bidders.

The technical requirements outlined in the roofing policies establish stringent standards for both new roofing construction and re-roofing work. All roofing materials must be HAZMAT-free, with new low-slope roofs required to achieve a minimum slope of one-half inch per foot and steep-slope roofs a minimum of two-and-one-half inches per foot. Low-slope roofing systems must achieve a Solar Reflectance Index (SRI) of at least 78, while steep-slope systems require an SRI of at least 29. Contractors must be NDL-certified roofing system installers with a minimum of five years of continuous experience and must provide a manufacturer's 20-year no-dollar-limit warranty covering materials and workmanship, along with a minimum two-year workmanship guarantee. All roofing manufacturers must be UL-listed and FM Approvals RoofNav-listed with minimum twenty years of experience in producing the specified roofing system. The project specifications reference applicable building codes and standards including the International Building Code, IECC, NRCA guidelines, ASTM standards, and OSHA/MOSHA requirements. Final roof inspections must be conducted by the roofing manufacturer's technical personnel in the presence of the Engineer of Record, with the contractor responsible for engaging a qualified testing agency throughout substrate preparation and installation phases.
