All materials require landscape architect approval before delivery and installation.
Work is limited to 10 hours maximum between 6:00 a.m. and 6:00 p.m. Monday through Friday, with construction restricted to 8 hours maximum between 7:00 a.m. and 5:00 p.m.; work outside normal hours requires Owner approval and City reimbursement at $50.00 per hour. Completion is required within 180 calendar days of Notice to Proceed, with liquidated damages of $500 per day for delays beyond substantial completion.
Bids must include a 5% bid bond, pricing on lump sum and unit price schedules, and a 10% contingency. Mobilization/demobilization is capped at 8% of total bid; maintenance of traffic is capped at 5%. For contracts of $200,000 or more, a 100% performance and payment bond from a Florida-licensed surety on the U.S. Department of Treasury's acceptable sureties list is mandatory. Insurance requirements include workers' compensation, commercial general liability with $1 million general aggregate limits, business auto liability, and builders risk coverage, with the City named as additional insured.
Questions are due July 29, 2026 at 5:00 p.m. All required forms must be submitted electronically through OpenGov, including contractor qualification forms, affidavits, and certifications regarding non-collusion, public entity crimes, drug-free workplace, anti-human trafficking compliance, and E-Verify registration.
