About this opportunity

The City of Long Beach is seeking proposals for a Youth Diversion Services Program to serve justice-involved individuals ages 15–24 with mental health and/or substance use treatment needs, with proposals due February 12, 2026 and an optional pre-proposal meeting on January 15. A 5–10% local preference credit applies to vendors with a current Long Beach business license and principal place of business within city limits (an additional 5% for brick-and-mortar or non-residential commercial locations).

The scope encompasses restorative justice programming, mentorships, case management, employment services, housing support, educational assistance, and trauma-informed mental health and substance use treatment. Proposers must demonstrate at least three years of experience serving justice-involved youth ages 15–24 and maintain a Long Beach service area and/or satellite office. A mandatory subcontracting requirement mandates that proposers subcontract a minimum of 30% of the total contract amount with smaller community-based organizations. The program targets enrollment of at least 50 youth clients annually with performance metrics including 80% completion rates for increased coping skills, 80% non-recidivism rates, and basic needs support.

The estimated contract value is $500,000 for an initial three-year period with an option to renew for two additional one-year periods. The contract is cost-reimbursement-based with quarterly invoicing and payment within 30 calendar days. Indirect costs are capped at 10%.

Evaluation criteria are weighted as follows: Organizational Capacity & Experience (30%), Method of Approach (30%), Communications & Reporting (20%), Commitment to Racial Equity (10%), and Reasonableness of Cost (10%). Proposers must certify compliance with the Equal Benefits Ordinance for contracts valued at $100,000 or more, provide proof of financial stability and professional certifications for licensed clinicians, and comply with mandatory California Board of State and Community Corrections subcontract language including non-discrimination provisions and three-year record-keeping requirements post-grant completion. Written questions are due January 22, 2026.
