About this file
This document is Attachment C of a City of Long Beach solicitation template establishing the Local Preference Program for state and local contract opportunities. The attachment outlines the City's preference criteria for awarding extra credit points to qualifying businesses during the competitive bidding process. To be eligible, a business must maintain its principal place of business at a fixed location within the City of Long Beach, possess a current City business license, and hold a current seller's permit if applicable. Bidders claiming local preference must certify their eligibility by selecting "yes" on the form and attach copies of required documentation to their solicitation package, including a valid City of Long Beach business license and seller's permit showing a place of business within city limits. The form requires bidders to provide their business license number, seller's permit number, and the address associated with the license, as well as indicate whether the location is brick and mortar/commercial/non-residential or residential.
The City applies five extra credit percentage points to all local businesses that meet the eligibility criteria. An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential commercial location, allowing qualifying businesses to receive a maximum of ten extra credit points. Bidders must complete the certification section in full and cannot leave the local preference section blank. Failure to provide proper documentation or selecting "yes" without attaching required certificates will affect a business's ability to claim the preference in the evaluation process.
