About this opportunity

The City of Long Beach is requesting proposals for a qualified organization to provide Youth Diversion Services under RFP HE-25-526, with proposals due November 4, 2025, and an optional pre-proposal meeting on October 7, 2025. The awarded contractor must maintain a Long Beach service area and/or satellite office.

The scope targets justice-involved individuals aged 15–24 arrested for, charged with, or convicted of offenses and requiring mental health and/or substance use treatment. Services include restorative justice programming, case management, mentorship, employment assistance, housing support, educational programming, and trauma-informed mental health and substance use treatment delivered through culturally responsive approaches. The contractor must demonstrate at least three years of experience serving justice-involved youth aged 15–24 and commit to subcontracting with one or more small, non-governmental community-based organizations for a minimum of 30 percent of the total contract amount. Indirect costs are capped at 10 percent.

The contract value is up to $500,000 for the entire contract period, covering a three-year term beginning upon execution through March 2028, with an option to renew for two additional one-year periods. The funding source is a California Board of State and Community Corrections Proposition 47 Grant, which carries mandatory compliance requirements including subcontract language, three-year post-grant books and records maintenance, and quarterly reporting.

Evaluation criteria are organizational capacity and experience (30%), method of approach (30%), communications and reporting (20%), reasonableness of cost (10%), and commitment to racial equity (10%). The awarded contractor becomes ineligible for award of any other LBRSP RFPs. Local preference of five or ten percentage points applies to businesses operating in Long Beach that maintain current business licenses and operate from brick-and-mortar commercial locations, contingent upon proper application and documentation. Performance metrics tracked quarterly include 50 client enrollments per year, 80 percent coping skills improvement for completers, 80 percent non-recidivism, and employment or housing placement outcomes.

Written questions are due by 11:00 a.m. PST on October 14, 2025. Addendum 1 and Addendum 2 (issued October 8 and October 28, 2025, respectively) clarify programmatic requirements and must be acknowledged and submitted with proposals; failure to do so may result in disqualification. The Equal Benefits Ordinance applies to for-profit employers with contracts of $100,000 or more.
