About this file

This is an Addendum No. 2 (Q&A) issued by the City of Long Beach Department of Financial Management for RFP No. HE-25-526 regarding Long Beach Reentry Services – Youth Diversion Services. The addendum clarifies key programmatic requirements through three questions and answers. The awarded agency will provide youth diversion services for youth who are required to enroll in a diversion program as an alternative to case filing or prosecution. Youth referrals are expected to come from various sources, including law enforcement agencies and courts, though the awarded agency is also responsible for diligently promoting the program to generate referrals. Participation in the diversion program is mandatory for referred youth. The addendum is dated October 28, 2025, and proposers must acknowledge receipt by signing and submitting the addendum with their proposals; failure to submit this addendum may result in disqualification.

The consequences for non-completion are significant: if a youth fails to successfully complete the diversion program as ordered by the court, the case will be filed and not dismissed. However, the specific outcome may depend on the referring agency's discretion. The City emphasizes that it will not be responsible for or bound by any oral communications or information shared outside the official communication process unless confirmed in writing by the designated City Contact. The procurement analyst responsible for this addendum is Elisa Landeros, Procurement Analyst II. Proposers must formally acknowledge receipt by providing their company name, representative's printed name and title, signature, and date.

NOTICE TO PROPOSERS

ADDENDUM NO. 2: Q&A

RFP No. HE-25-526 Long Beach Reentry Services – Youth Diversion Services

This addendum changes and supersedes the language in the original RFP.

Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The questions and answers are as follows:

1. Q: Will youth be referred by the City of Long Beach, and, if so, how many and how often? If not, what is the expectation of the proposer to recruit youth into the program?

A: The youth can be referred to the program through various sources; the awarded agency should also diligently promote the program. Ideally, the referrals should come from law enforcement agencies or the courts.

2. Q: Are youth required to participate in diversion?

A: Yes, we are seeking to fund a Youth Diversion program for youth who are required to enroll in a diversion program in place of filing or prosecution.

3. Q: What are the consequences for the youth if they do not successfully complete diversion?

A: If the court has requested completion of a Youth Diversion program and the youth does not complete it, the case would be filed and not dismissed.

But it would depend on the referring agency.
