About this file

Summary: Local Preference Program Attachment

This is a Local Preference Program provision document issued by the City of Long Beach for use in competitive solicitations. The document establishes the framework for applying local business preferences to bidding and contracting opportunities within the city's procurement process. The provision does not specify particular products, services, quantities, response dates, due dates, site visits, bidder conferences, award dates, or contract terms, as it functions as a standalone attachment to be incorporated into individual solicitation documents.

The local preference provision awards five extra credit percentage points to all businesses that maintain their principal place of business in a fixed location within Long Beach and possess current City of Long Beach business licenses and sellers permits, if applicable. An additional five percentage points are awarded to local businesses operating from brick and mortar, commercial, or non-residential locations. Businesses seeking to claim local preference must affirmatively request it in Attachment C and provide copies of current business licensing documentation showing a place of business within city limits. Businesses must also certify whether their business address is a brick and mortar/commercial/non-residential location or a residential location. The section cannot be left blank, and bidders claiming ineligibility must explicitly select "no" on the certification form.
