About this opportunity
The City of Long Beach is requesting proposals for a qualified organization to implement the Long Beach Reentry Services Program providing female gender-specific services, with proposals due May 18, 2026 at 11:00 AM PST and an optional pre-proposal meeting on April 20, 2026. Addendum No. 01, issued April 28, 2026, modifies the original RFP HE-26-731; proposers must acknowledge receipt of this addendum with their proposals or risk disqualification.
The program targets individuals age 15 and older who identify as female, live or work in Long Beach, and have been arrested, charged with, or convicted of a criminal offense while requiring mental health and/or substance use treatment services. The winning organization must deliver a minimum of six services from a menu of twelve, including mental health and trauma-informed counseling, substance abuse treatment, life skills training with case management, employment and job readiness, educational programs, and housing assistance. The organization must subcontract a minimum of 30 percent of total funds to one or more small community-based organizations with 10 or fewer employees for supplemental services including job skills training, case management, and civil legal services.
Minimum qualifications include three years of experience serving the female reentry population, demonstrated capacity for trauma-informed and culturally responsive services, ability to serve clients in Spanish, Khmer, or Tagalog, and an established office or service delivery capability in Long Beach. The total funding available is up to $450,000 for the initial two-year contract period, with an option to renew for two additional one-year periods based on available funding. The program is funded through the California Board of State and Community Corrections Proposition 47 Grant Program.
Proposals are evaluated on organizational capacity and experience (30 percent), method of approach (30 percent), communications and reporting (20 percent), reasonableness of cost (10 percent), and commitment to racial equity (10 percent). Local businesses operating non-residential brick-and-mortar facilities within Long Beach receive ten extra credit percentage points; home-based businesses receive five points. The awarded contractor is ineligible for award under the six other LBRSP RFPs. Written questions are due April 27, 2026.
