The required services address critical reentry needs including mental health and trauma-informed counseling, substance abuse treatment and recovery programs, life skills training with case management and peer mentorship, employment and job readiness programs, educational programs such as GED and trade certifications, and long-term or transitional housing assistance. Additional optional services include parenting support and family reunification, health and reproductive care, social services and legal assistance, support groups and community engagement, financial literacy and independence programs, and restorative justice programs aimed at accountability and healing.
The document establishes a framework for qualified organizations to bid on implementing comprehensive female-centered reentry services that address the multifaceted challenges faced by formerly incarcerated women. By requiring a minimum of six core services from the expanded menu of twelve offerings, the City of Long Beach ensures that winning organizations provide substantial, integrated support while allowing flexibility for providers to tailor programs to their organizational strengths and community needs. Services may be delivered in-house or through strategic referral partnerships, enabling both large service providers and specialized agencies to participate in the bidding process.

Addendum A A comprehensive program should include a minimum of six (6) of the following essential services for females:
1. Mental Health and Trauma-Informed Counseling (in-house or referrals) - Many incarcerated females have experienced trauma, such as abuse, neglect, or violence. Access to trauma-informed care and mental health services, including individual and group therapy, is crucial to help them process past experiences and heal emotionally. Treatment for conditions like depression, anxiety, PTSD, and substance use disorders are vital to help females manage mental health issues that may have contributed to their incarceration.
2. Substance Abuse Treatment and Recovery Programs (in-house or referrals) - Many incarcerated females struggle with substance abuse, and upon release, they need access to addiction recovery services. These programs often include residential treatment programs outpatient counseling and support groups 12-step or alternative recovery groups (e.g., Narcotics Anonymous, SMART Recovery).
3. Life Skills Training, Case Management and Peer Mentorship - These programs are designed to support the transition from prison back into society. Case management services, which help females navigate the challenges of housing, employment, and social integration. The Life Skills Programs that teach females practical skills like budgeting, time management, communication, and conflict resolution help them succeed in their post-incarceration lives. Connecting formerly incarcerated females with mentors who have successfully reintegrated into society can offer valuable support and guidance.
4. Employment and Job Readiness Programs -These programs help females develop the skills necessary for finding and maintaining employment, such as resume writing, interview preparation, and professional behavior. Many females may need specific job skills training to increase employability. This can include training in fields such as cosmetology, healthcare, technology, construction, or culinary arts. Providing females with access to employers who are willing to hire individuals with criminal records is essential for ensuring long-term stability.
5. Educational Programs (i.e.: Adult Basic Education (ABE), GED, and trade programs) - Many formerly incarcerated females have limited education, so providing access to programs that help them earn their GED or improve basic literacy and math skills is crucial. Offering scholarships, grants, and educational programs that allow females to pursue college degrees or vocational certifications can open doors to better job opportunities.
6. Long-term Housing Assistance and/or Transitional Housing - Safe, stable housing is one of the most urgent needs for formerly incarcerated females. Transitional housing programs can provide temporary shelter and support while they work on long-term housing solutions. Many females face significant barriers to accessing affordable housing due to criminal records. Programs that assist with locating and securing permanent housing are essential to help them build stable lives.
7. Parenting Support and Family Reunification - Many formerly incarcerated females are mothers, and they may need help with parenting skills, child development, and reconnecting with their children after a period of separation. Programs that support females in rebuilding relationships with their children and families are essential. This may involve therapy, counseling, and guidance on navigating family dynamics post-incarceration.
8. Health and Reproductive Care - Many formerly incarcerated females have unmet healthcare needs, including physical exams, treatment for chronic conditions, and access to medications. Ensuring that females have access to healthcare is vital to their overall well-being. Females may need assistance with contraception, prenatal care, and gynecological services. Reproductive healthcare programs can help females address their specific health needs.
9. Social Services and Legal Assistance - For those who may face legal challenges related to their criminal records, custody of children, or housing can help them navigate these issues and understand their rights. Assistance with accessing public benefits (e.g., food stamps, healthcare, housing assistance) can help clients stabilize their lives post-incarceration.
