About this opportunity
The City of Long Beach is requesting proposals for female gender-specific reentry services under RFP HE-25-524, with proposals due December 16, 2025 at 11:00 a.m. PST via LongBeachBuys.com. The scope targets individuals who identify as female, are age 15 and older, have been arrested for, charged with, or convicted of a criminal offense, and require mental health and/or substance use treatment services. A mandatory 30% subcontract requirement applies—proposers must subcontract at least 30 percent of total funds to one or more small community-based organizations with ten or fewer employees. Local preference points of 5 to 10 percent are available for Long Beach-based businesses with current business licenses and a fixed location within City limits (additional 5 points for brick-and-mortar or non-residential commercial locations).
Minimum qualifications include at least three years of experience serving the female reentry population, knowledge of trauma-informed and culturally responsive approaches, an established office presence in Long Beach, and capacity to serve clients in Spanish, Khmer, or Tagalog. The award must provide or refer trauma-informed mental health and substance use treatment services, case management, and a minimum of six essential services from a menu of twelve options including employment readiness, educational programs, housing assistance, parenting support, and financial literacy training.
Funding is up to $500,000 for the initial three-year contract term with the option to renew for two additional one-year periods. Funding derives from a California Board of State and Community Corrections Proposition 47 Grant Program. Evaluation criteria weight organizational capacity and experience at 30 percent, method of approach at 30 percent, communications and reporting at 20 percent, reasonableness of cost at 10 percent, and commitment to racial equity at 10 percent. The awarded contractor is ineligible for award under six other Long Beach Reentry Services Program RFPs.
Questions are due November 18, 2025 at 11:00 a.m. PST, with responses posted December 2. An optional pre-proposal meeting is scheduled for November 6, 2025 at 2:00 p.m. PST via Microsoft Teams. Proposals must remain firm for 90 days from submission. Contractors with City contracts valued at $100,000 or more are subject to the Equal Benefits Ordinance.
