About this opportunity
The Utah Transit Authority is issuing a Request for Information on locomotive digital audio/video recording systems for integration onto its commuter rail fleet, with responses due November 6, 2026. This is a market research tool, not a formal solicitation for proposals. Compliance with Federal Rail Administration regulation 229.136 and standards EN 50155 and NFPA 130 is mandatory; these requirements take effect October 12, 2027, and UTA must complete the project prior to that deadline.
UTA seeks qualified rail vehicle system integrators, audio/video system integrators, audio/video installers, and engineering firms to design, incorporate, and install the locomotive digital video recording (LDVR) system on eighteen MP36PH-3C locomotives and twenty-two Bombardier Bi-Level Cab Cars (233-Series and 246-Series). The LDVR system encompasses crash-hardened memory, cameras, wiring, and cabling. UTA's existing audio/video systems lack full compliance due to missing components, functionality deficiencies, and reliability concerns. Respondents should provide information and recommendations on LDVR system design and installation methodologies tailored to the MP36PH-3C and Bombardier Bi-Level platform specifications.
The RFI attachment includes detailed technical guidance and regulatory framework documentation. Responses will inform UTA's understanding of available marketplace solutions and design approaches prior to a formal procurement.
Opportunity text
This Request for Information (RFI) is an information-gathering and market research tool, not a formal solicitation of a specific requirement (such as in a "Request for Proposals" document). UTA is seeking information regarding locomotive digital audio/video recording systems from interested parties as defined in this RFI document. This is an opportunity for interested parties to assist UTA in better understanding the marketplace and/or specific subject matter. Throughout this document, the locomotive digital audio/video recording system along with the crash hardened memory and the associate cameras, wiring and cabling will be referred to as the LDVR system. This Request for Information (RFI) is issued by the Utah Transit Authority (UTA) to obtain information from qualified rail vehicle system integrators, audio/video system integrators, audio/video installers, and engineering firms regarding the design, incorporation, and installation of locomotive digital audio/video recording systems on UTA's MP36PH-3C locomotives and Bombardier Bi-Level Cab Cars commuter rail fleet. The purpose of integration and installment of an LDVR system installed on the Utah Transit Authority (UTA) commuter rail vehicles is to meet/exceed the requirements set forth by the Federal Rail Administration (FRA) under §229.136 Locomotive image and audio recording devices. These regulations are to go into effect on October 12, 2027. Compliance with all FRA, EN 50155, NFPA 130 regulations will be required throughout the proposed LDVR system integration and installation. UTA operates twenty-two (22) Bombardier Bi-Level commuter rail cab car vehicles consisting of 233-Series and 246-Series cab cars along with eighteen (18) MP36PH-3C locomotives. [BO1.1][RJ1.2]The existing audio/video systems do not fully comply with upcoming regulatory requirements due to missing components, functionality, and concerns regarding system reliability. The prop[BO2.1][RJ2.2]osed LDVR project will require completion prior to the FRA compliance deadline of October 12, 2027. UTA is evaluating design and installment solutions for replacement and upgrades to the current LDVR system that meet FRA requirements. While UTA is particularly interested in an LDVR system that can be added to for further expansion, respondents are encouraged to identify alternative architectures, including modular products, localized solutions or other commercially proven technologies, that may provide equal or greater benefits in reliability, maintainability, diagnostics capability, lifecycle supportability, passenger safety, and operational performance. UTA seeks industry feedback regarding available technologies, lifecycle support strategies, installation, and lessons learned from similar passenger rail LDVR programs. Respondents are encouraged to recommend solutions they believe represent the best long-term value and reliability for the fleet. Information received may be used in development of a future Request for Proposal (RFP). The purpose of this RFI is to: obtain information, comments, or suggestions from potential vendors before issuing an invitation for bids or request for proposals; determine whether to issue an invitation for bids or a request for proposals; and generate interest in a potential invitation for bids or a request for proposals. Vendors should not contact the State regarding this RFI. All communication should be either by responding to this RFI or by submitting a question during the question and answer period. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A procurement unit is required to use a standard procurement process, or comply with an exception to the requirement to use a standard procurement process described in Part 8, Exceptions to Procurement Requirements, in order to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305.
