About this opportunity
The Orange County Transportation Authority (OCTA) is soliciting bids on locksmith services and parts under IFB 250056, with bids due November 19, 2025 at 11:00 a.m. and questions due October 31, 2025 at 5:00 p.m. A DBE goal applies to this procurement, with specific percentage to be determined by the Authority based on DBE availability for the work.
Bidders must hold a valid California contractor's license and Public Works Contractor Registration and demonstrate three project references for similar services within the last two years. Services encompass emergency and routine locksmith work, key duplication, lock installation and repair, and parts supply across nine OCTA facilities throughout Orange County, including six operational bases, eight transportation centers, and four OC Streetcar facilities with 16 passenger platforms. Emergency work requires a two-hour response time on a 24/7 basis; routine requests must be addressed within 24 hours. All replacement parts must be new, original manufacturer type unless written approval for substitution is obtained. The contractor must maintain a 90-day warranty on all parts and labor at no additional cost and coordinate with OCTA's Supervisor of Facilities Maintenance when working near OC Streetcar facilities. Work areas must be left broom-swept and dust-free upon completion. OCTA will not compensate for trip time or mileage.
The contract value is $125,000 over three years (January 1, 2026 through December 31, 2028). Pricing is structured as firm-fixed hourly rates for straight time (Monday–Friday, 6:00 a.m. to 3:00 p.m.), overtime (Monday–Friday, 3:01 p.m. to 5:59 a.m., and Saturday), and double time (Sunday and holidays), plus a percentage mark-up for parts. No price increases are permitted during the contract term; 90 days advance written notice with bona fide proof is required for cost adjustments. For evaluation, the percentage mark-up is weighted at 10 percent and the lump-sum total price at 90 percent. Award will be made to the lowest responsive and responsible bidder; the Authority reserves the right to apportion requirements among multiple bidders.
Bidders must maintain Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000 combined single limits, Workers' Compensation as required by California with Waiver of Subrogation, and Employers' Liability of $1,000,000 per accident and per disease. Davis-Bacon prevailing wage requirements apply, with certified weekly payroll submissions required within seven days and liquidated damages of $50 per calendar day per underpaid worker. Cal-OSHA and OSHA compliance, an Injury/Illness Prevention Program, Substance Abuse Prevention Program, Heat Illness Prevention Program, and Hazard Communication Program are mandatory. Bids must be submitted electronically through the Authority's OpenGov Procurement portal. Bid opening will occur at OCTA's Administration Office (600 South Main Street, Orange, California) with teleconference participation available.
