About this file

This is a Scope of Work document for Invitation for Bid (IFB) 250056 issued by the Orange County Transportation Authority (OCTA) for on-call locksmith repair and service contracts. OCTA seeks qualified locksmith contractors to provide comprehensive labor, parts, materials, and equipment necessary to perform maintenance, repair, and replacement of security locking devices across all OCTA-owned facilities on an as-needed basis. Services must be available during normal business hours with capability to respond during evenings, weekends, and holidays. Emergency work requests require a two-hour response time on a 24/7 basis, while routine requests must be addressed within 24 hours of notification. The contractor will serve multiple OCTA locations including six operational bases (Anaheim, Garden Grove, Irvine Sand Canyon, Irvine Construction Circle, and Santa Ana), eight transportation centers, and four OC Streetcar facilities with 16 passenger platforms. The contract term is three years with a total budget of $125,000.

All replacement parts must be new, original manufacturer type, and identical to existing parts unless written approval for substitution is obtained from OCTA. The contractor must be properly licensed and certified, maintain compliance with applicable laws, OSHA and Cal-OSHA requirements, and OCTA safety policies. OCTA will not compensate for trip time or mileage charges. All work includes a minimum 90-day warranty covering parts and labor at no additional cost to OCTA, including pick-up, delivery, transportation, and replacement services. Work completion requires verification by OCTA's Facilities Manager or designee using the provided Verification of Work form prior to contractor departure. Contractors working near OC Streetcar facilities must coordinate with OCTA's Supervisor of Facilities Maintenance and work with an OCTA-provided safety-trained escort. All work areas must be cleaned and left broom-swept and dust-free upon completion.

SCOPE OF WORK

LOCKSMITH REPAIRS & SERVICE

1. BACKGROUND

The Orange County Transportation Authority (OCTA) is requesting on-call locksmith services, including labor and parts, for all OCTA-owned facilities. Contractor shall provide services on an as-needed basis during normal business hours, with the capability to respond to requests during evenings, weekends, and holidays when required.

2. GENERAL REQUIREMENTS

Contractor shall furnish all labor, parts, materials, and equipment necessary to perform locksmith operations on a variety of lock systems, including mechanical, electronic, and safe devices, and to provide maintenance, repair, and replacement of security locking devices at all OCTA facilities. Contractor shall utilize OCTA’s existing lock systems and key codes established by prior vendors. All replacement parts shall be new, original manufacturer type, and identical to the parts being replaced unless a substitution is specifically approved in writing by OCTA.

Workmanship shall conform to the trade standards of licensed locksmiths and shall be guaranteed free of defects. The Contractor must be properly licensed and certified to perform locksmith services at each OCTA location and shall comply with all applicable laws, codes, ordinances, OSHA and Cal-OSHA requirements, and OCTA safety and security policies.

OCTA will not be responsible for any trip time or mileage charges associated with this contract.

3. SAFETY TRAINING

Contractor personnel are currently not required to complete the OC Streetcar Roadway Worker Program training. For any work carried out near the OC Streetcar facility, tracks, or overhead contact system, Contractor shall coordinate with the OCTA Supervisor of Facilities Maintenance to arrange for an OCTA-provided safety-trained escort. Contractor shall ensure that work activities are scheduled in advance to allow OCTA sufficient time to provide the required escort, and no work shall commence in restricted areas without an OCTA escort present.

4. SCHEDULE OF WORK

Contractor shall coordinate all work schedules with OCTA staff and perform services in a manner that minimizes disruption and maintains secure premises. Emergency work requests shall be responded to within two (2) hours on a twenty-four (24) hour, seven (7)-day-a-week basis, while routine requests shall be addressed within twenty-four (24) hours of notification.

Contractor shall maintain an adequate inventory of lock systems and components to perform timely repairs, apart from special-order devices.

5. CLEAN-UP AND DISPOSAL

During and after completion of work, Contractor shall remove unused tools, equipment, surplus materials, debris, dust, and dirt, leaving all work areas clean, broom-swept, and dust-free.

6. INSPECTION

OCTA staff shall have access to the work at all times. Inspection of work or materials shall not relieve Contractor of the obligation to fulfill contractual requirements, and any deficient work or materials shall be corrected or replaced at no additional cost to OCTA.

7. REMOVAL OF REJECTED AND UNAUTHORIZED WORK

Contractor shall promptly remedy or remove and replace any rejected work in a manner acceptable to OCTA. No additional compensation shall be provided for removal, replacement, or remedial work.

8. WARRANTY

Contractor shall warrant all parts and labor for a minimum period of ninety (90) days from the date of service. Warranty coverage shall include all costs associated with pick-up, delivery, transportation, travel, labor, and replacement at no additional cost to OCTA.

9. SERVICE VERIFICATION

Upon completion of work and final inspection, a verification of service will be made by OCTA's Facilities Manager or designee prior to Contractor departing premises.

Contractor shall complete a Verification of Work form (Attachment A) and forward the form to the OCTA Maintenance Supervisor, or designee. Failure to adhere to these requirements and terms may cause non-payment of invoices.
