About this opportunity

The City of Lewisville, Texas is soliciting competitive sealed bids through Request for Bids #26-73-C for construction of a new kayak launch facility at the Lewisville Lake Environmental Learning Area (LLELA) located at the Lewisville Lake Spillway. The scope of work encompasses comprehensive site development including demolition and removal of existing improvements, grading with net cut of 66.56 cubic yards, erosion control installation, removal of 104 inches of caliper trees with replacement planting at a 3:1 mitigation ratio, concrete pavement and sidewalks, ADA-compliant parking with 38 spaces (including four accessible spaces), signage, gravel road and parking area improvements, steel pipe fencing and gates, and launch surface installation utilizing CrossGrip non-slip PVC matting and HydroTurf ramp systems across approximately 1.4 acres. Bidders must submit proposals by May 4, 2026, with a pre-bid conference recommended prior to submission; all questions must be submitted through the Bonfire platform (https://cityoflewisville.bonfirehub.com/portal) and bidders are expected to conduct site inspections. Successful bidders must complete all work within ninety calendar days from the Notice to Proceed, comply with all Americans with Disabilities Act requirements, prevailing wage rates as established by the General Services Commission, and NPDES Storm Water Discharge Permit and U.S. Army Corps of Engineers standards for wetlands work. Award will be determined based on the lowest responsible bid in accordance with Texas Local Government Code Chapter 252, evaluating factors including purchase price, bidder reputation, quality, specification compliance, and past performance records.

Bids must remain valid for ninety days and include a five percent bid bond from a Texas-licensed surety. The successful bidder must provide performance and payment bonds equal to the full project amount, a two-year maintenance bond from final acceptance, and comprehensive general liability insurance with minimum limits of $1,000,000 combined single limit, along with workers' compensation coverage at statutory rates. Bidders must submit a completed Contractor's Qualifications statement demonstrating experience with similar public works projects within the last five years, particularly those involving confined work areas near utilities and infrastructure; financial statements from the previous fiscal year will be required from the apparent low bidder for approval by the Finance Director prior to award. The procurement includes considerations for historically underutilized businesses in the evaluation process and non-resident bidders may only be awarded if their bids are lower than the lowest responsible Texas resident bidder by the same preferential margin that would be required in the non-resident's home state. The Opinion of Probable Cost (OPC) document establishes a project estimate of $997,020.25, which includes construction costs of $696,606.25, contractor mobilization and bonds of $139,321.25, design and engineering fees of $77,500.00, and a ten percent owner's contingency of $83,592.75; three value engineering alternates are available for cost adjustment ranging from a $24,840.00 deduct to a $415.00 addition. No incumbent contractor information or existing infrastructure integration requirements are specified in the solicitation documents.
