The scope consists of installation of approximately 400 linear feet of 10-inch PVC force main via open cut and 3,400 linear feet of 10-inch HDPE force main via horizontal directional drill from Lift Station 55 to County Road 419, including all associated fittings, valves, connections, appurtenances, and restoration work. PVC pipe must conform to C900 Class 235 (DR 18) and HDPE to DR-11; all fittings must be pressure-rated to 250 PSI minimum. The force main system requires pressure and leakage testing per AWWA Standard M23 at 150 PSI for two hours. Minimum 36 inches of cover and backfill compaction to 95–98 percent of maximum dry density per AASHTO T-180 are mandatory. The contractor must obtain NPDES General Permit coverage, Seminole County Right of Way Utility/Use Permit, and dewatering permits from the St. Johns River Water Management District; the City obtains the FDEP Domestic Wastewater Collection/Transmission System Permit. Contractor responsibilities include independent quantity take-offs, sealed directional drill work plans and bore calculations, sealed traffic control and maintenance of traffic plans, preconstruction video, and as-built documentation. The lump sum contract estimate is $2,000,000 funded by the City of Oviedo general budget. The contract requires Performance Bond and Labor and Material Payment Bond each equal to 100 percent of contract price, and bid security equal to five percent of total bid price. Substantial completion is due within 180 calendar days and final completion within 210 calendar days from Notice to Proceed. Liquidated damages are $2,529 per calendar day. Work hours are 7:00 a.m. to 5:00 p.m. Monday through Friday; drilling activities are prohibited on Fridays. A company superintendent must remain on-site during all work with continuous City inspector monitoring. Public road access must be maintained throughout construction.
