TO: All holders of Bidding Documents of Record - Addendum No. 1:
This addendum forms a part of and modifies the Bidding/Contract Documents dated May 10th, 2026 for the above referenced project. Bids for the Live Oak Reserve Force Main Replacement are due on June 16, 2026 on or before 2:00 p.m. in the Purchasing Agent's office. Receipt of this addendum must be acknowledged in the space provided on the Bid Form, Section 00300. Failure to do so will subject the Bidder to disqualification.
This addendum consists of nine (9) pages as follows:

2. Introduction
• This is the mandatory pre-bid meeting for the Live Oak Reserve Force Main Replacement, Bid Number 26-28
• Each attendee must sign in. – Sign-in Sheet attached.
• The bid package must be obtained through VendorLink at www.myvendorlink.com, http://www.cityofoviedo.net/639/Current-Solicitations-and-awards, or by contacting the City of Oviedo Purchasing Division at purchasing@cityofoviedo.net.
• Questions deadline is May 28, 2026 5:00 p.m. Questions are to be in writing and sent to Jacquetta Scott, Procurement Manager (see bid package for details). An addendum will be issued which will include minutes from this pre-bid meeting.
• Addenda will be posted to VendorLink. All addenda issued during the time of bidding shall form a part of the Contract Documents and shall be covered in the Bid.
Receipt of each Addendum must be acknowledged on the Bid Form. Failure to do so may subject the Bidder to disqualification. It shall be the Bidder’s responsibility to ensure that they have received all addenda prior to bid.
• Bids are due on or before 2:00 p.m., June 9, 2026 to the procurement manager’s office. Submit bids electronically via VendorLink.

• The project documents will be strictly enforced. The contractor is expected to be familiar with and understand the scope and nature of the work.
• The cost estimate for this project is $2,000,000.
3. Scope of Work
Contractor is required to perform all aspects of the project in accordance with contract documents and the direction of the Owner.
Project location: Live Oak Reserve Boulevard, Oviedo, FL.
The project scope generally consists of:
• Consists of installation of approximately 400 feet of 10-inch PVC force main installed by open cut
• Installation of 3,400 feet of 10-inch HDPE pipe force main by horizontal directional drill from Lift Station 55 to County Road 419.
• The new 10-inch force main will start from the existing lift station, located in the west bound of Live Oak Reserve Blvd. The 10-inch PVC force main will be installed via open cut across the road and directed northward. The 10-inch HDPE force main will head north installed via directional drill and tie into the existing 12-inch force main at the southeastern corner of the intersection of Live Oak Reserve Blvd and CR419.
• Grout and abandon in place the existing 10-inch force main.
• Prepare site clearing, grubbing, grading, compaction, sodding, concrete slabs and restoration
Work shall be substantially complete within ONE HUNDRED EIGHTY (180) calendar days and finally complete within TWO HUNDRED TEN (210) calendar days. Liquidated damages are in the daily amount of TWO THOUSAND FIVE HUNDRED TWENTY-NINE
DOLLARS ($2,529).
4. Special Considerations
• This is a LUMP SUM contract. The City does require the bidder, on the bid form (schedule of values table), to insert unit price and extensions for each bid item and total base bid.
• All roads, shall remain open to public at all times.
• All project activities shall be coordinated with emergency services.
• Contractor shall obtain an NPDES General Permit for dewatering prior to beginning construction.
• Contractor shall obtain a Seminole County ROW Permit prior to beginning construction.

• A City Inspector will be on-site monitoring the work. Contractor is required to schedule key inspection activities with the City Inspector such as, but not limited to, taps, pressure tests, and compaction.
• The City will pay for the first testing services, the contractor will pay for any re-testing required. The contractor is required to coordinate testing services with the City Inspector.
• A superintendent in the general contractor’s employment must be on site at all times while any work is being performed.
• Working hours/schedule is from 7:00 a.m. to 5:00 p.m., Monday through Friday. The contractor must provide to the City a written request to work beyond the listed hours and days. The City requires a minimum 48-hour advanced notice.
• Bidders shall carefully examine the bidding documents and inspect the project site to fully inform themselves of all existing conditions and limitations. Bidders will not be given extra payment or contract time for conditions which could have been determined by such examinations.

SECTION 01410
REGULATORY REQUIREMENTS AND PERMITS
PART 1 GENERAL
1.01 Section Includes
Regulatory requirements, project permits.
1.02 Requirements of Regulatory Agencies
A. All piping installed within the right-of-way of any city, county, state, or federal highway or railroad shall be in accordance with a permit to construct issued by the controlling agency and obtained by the Owner except where noted herein. In no case shall an open trench be constructed within a railroad right-of-way unless otherwise indicated.
B. Whenever the Drawings and Specifications conflict with the requirements of the permit, then the requirements of the permit shall govern and the cost of abiding by the provisions of the permit shall be considered incidental to the Contract.
C. All electrical apparatus and wiring pertaining to a piece of equipment or an appliance furnished and installed under this Contract shall comply with the National Electrical Code and shall be listed by Underwriters Laboratories or bear the approval of a recognized Testing Laboratory approved by the Engineer.
D. All construction projects within one (1) or more acres in size that discharge to offsite areas are required to abide by the provisions of the National Pollution Discharge Elimination System (NPDES) General Permit.
1.03 Project Permits
A. The following permits have been obtained for the construction of the project, and are contained in the Appendix of the Project Manual:

B. Prior to construction, the Contractor shall apply for the following permits for the

Signed and sealed construction plans will be provided to the Contractor for its use in applying for the above permits. The Contractor is to coordinate with each permitting agency in order to determine the number of sets of signed and sealed construction plans that are required and the required sheet size (full size 22”x34” or half size 11”x17”).
C. The Contractor shall review and become familiar with all permits for the Project, complete with all conditions, attachments, exhibits and permit modifications. A copy of all permits for the Project shall be maintained by the Contractor at the project site, and shall be available for review upon request.
D. The Contractor shall be fully responsible to abide by all provisions of the permits.
The Contractor is responsible for the selection, implementation and operation of all measures required by the permits, including the maintenance of said measures as necessary during construction. No additional compensation will be allowed for any work associated with permit requirements.
