This is a lump sum contract with a project cost estimate of $2,000,000. Bidders must insert unit prices and extensions for each bid item on the bid form, with liquidated damages assessed at $2,529 daily. All roads must remain open to the public during construction. The contractor is required to obtain an NPDES General Permit for dewatering and a Seminole County Right-of-Way permit prior to construction. A City Inspector will monitor work on-site, and the City will pay for initial testing services with contractors responsible for any retesting. A superintendent must be on-site during all work activities. Working hours are limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, with requests to work beyond these hours requiring 48-hour advanced notice to the City. Bidders are required to examine all bidding documents and conduct site inspections to inform themselves of existing conditions and limitations.

2. Introduction
This is the mandatory pre-bid meeting for the Live Oak Reserve Force Main Replacement, Bid Number 26-28
Each attendee must sign in.
The bid package must be obtained through VendorLink at www.myvendorlink.com, http://www.cityofoviedo.net/639/Current-Solicitations-and-awards, or by contacting the City of Oviedo Purchasing Division at purchasing@cityofoviedo.net.
Questions deadline is May 28, 2026 5:00 p.m. Questions are to be in writing and sent to Jacquetta Scott, Procurement Manager (see bid package for details). An addendum will be issued which will include minutes from this pre-bid meeting.
Addenda will be posted to VendorLink. All addenda issued during the time of bidding shall form a part of the Contract Documents and shall be covered in the Bid.
Receipt of each Addendum must be acknowledged on the Bid Form. Failure to do so may subject the Bidder to disqualification. It shall be the Bidder’s responsibility to ensure that they have received all addenda prior to bid.
Bids are due on or before 2:00 p.m., June 9, 2026 to the procurement manager’s office.
Anticipated City Council approval in July 2026. Beginning of construction anticipated in August 2026.
The project documents will be strictly enforced. The contractor is expected to be familiar with and understand the scope and nature of the work.
The cost estimate for this project is $2,000,000.

3. Scope of Work
Contractor is required to perform all aspects of the project in accordance with contract documents and the direction of the Owner.
Project location: Live Oak Reserve Boulevard, Oviedo, FL.
The project scope generally consists of:
Consists of installation of approximately 400 feet of 10-inch PVC force main installed by open cut
Installation of 3,400 feet of 10-inch HDPE pipe force main by horizontal directional drill from Lift Station 55 to County Road 419.
Grout and abandon in place the existing force main.
Prepare site clearing, grubbing, grading, compaction, sodding, concrete slabs and restoration
Work shall be substantially complete within ONE HUNDRED EIGHTY (180) calendar days and finally complete within TWO HUNDRED TEN (210) calendar days. Liquidated damages are in the daily amount of TWO THOUSAND FIVE HUNDRED TWENTY-NINE
DOLLARS ($2,529).
4. Special Considerations
This is a LUMP SUM contract. The City does require the bidder, on the bid form (schedule of values table), to insert unit price and extensions for each bid item and total base bid.
All roads, shall remain open to public at all times.
All project activities shall be coordinated with emergency services.
Contractor shall obtain an NPDES General Permit for dewatering prior to beginning construction.
Contractor shall obtain a Seminole County ROW Permit prior to beginning construction.
A City Inspector will be on-site monitoring the work. Contractor is required to schedule key inspection activities with the City Inspector such as, but not limited to, taps, pressure tests, and compaction.
The City will pay for the first testing services, the contractor will pay for any re-testing required. The contractor is required to coordinate testing services with the City Inspector.
A superintendent in the general contractor’s employment must be on site at all times while any work is being performed.
Working hours/schedule is from 7:00 a.m. to 5:00 p.m., Monday through Friday. The contractor must provide to the City a written request to work beyond the listed hours and days. The City requires a minimum 48-hour advanced notice.

Bidders shall carefully examine the bidding documents and inspect the project site to fully inform themselves of all existing conditions and limitations. Bidders will not be given extra payment or contract time for conditions which could have been determined by such examinations.
