About this opportunity

The Florida Department of Management Services is seeking a State Term Contract for Liquefied Petroleum (LP) Gas through Invitation to Bid (ITB) No. 25-15111510-ITB. The procurement aims to establish a statewide contract for LP gas purchase, delivery, and related tank services across Florida's 67 counties, with two primary delivery groups: Bobtail Delivery (Group A) for deliveries up to 4,500 gallons and Transport Delivery (Group B) for deliveries over 4,500 gallons. Vendors must provide pricing through a markup system based on the Hattiesburg Average propane price, with options for both customer-owned and vendor-owned tanks. Bidders must be licensed by the Florida Department of Agriculture and Consumer Services and comply with Gas Processors Association (GPA) 2140 standards. The bid is due on September 23, 2025, at 2:00 PM ET, with an anticipated contract term beginning upon execution. Evaluation will be based on the lowest responsive and responsible bidder for each county, with the Department potentially awarding up to three contracts per county if bids are within 20 percent of each other.

The solicitation includes multiple requirements for vendor participation, including mandatory certifications regarding forced labor, drug-free workplace, and principal place of business. Vendors must be registered in the MyFloridaMarketPlace Vendor Information Portal and the Business Network, and must complete various compliance forms such as the PUR 7801 Vendor Certification Form. While no specific set-aside designations are explicitly mentioned, the procurement emphasizes compliance with diversity and ethical business practices. The existing contract has an average annual agency spend of $6,012,981.85, though future purchasing volumes are not guaranteed. The contract allows for potential three-year renewals and includes provisions for pricing adjustments based on the Producer Price Index. Financial consequences for non-performance are outlined, including penalties of $250 per day for late quarterly sales reports and $100 per day for late transaction fee reports. Bidders are required to provide comprehensive documentation demonstrating their ability to meet the state's rigorous procurement standards and deliver LP gas services across Florida.
