About this opportunity

The City of Philadelphia is soliciting quotes for Lightcast Analyst – Local Data (Developer) services as a micro purchase with quotes due August 12, 2026. The procurement is structured as a sole-source award justified by the City's need to align with the identical data service and source used by regional workforce stakeholders including PhilaWorks, the Chamber of Commerce, and the Federal Reserve of Philadelphia to support City College for Municipal Employment and Workforce Development initiatives.

Quotes must be submitted electronically through PHLContracts with a completed and executed Consent and Authorization Agreement on file prior to bid closing. Sellers must quote all items to be eligible for award. The micro purchase will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.

The scope covers Lightcast analyst services providing comprehensive labor market intelligence aggregated from the Bureau of Labor Statistics, LinkedIn, and other job board sources, delivering current information on high-priority occupations within Philadelphia County and the Southeast Pennsylvania region.

The estimated contract value is $15,000 for a service period of July 1, 2026, through June 30, 2027, with annual billing and Net 30 payment terms. The micro purchase maximum is less than $45,000, adjusted annually by the percentage increase in CPI-U from January 1, 2020, to the most recently published CPI-U and rounded to the nearest $1,000. Quotes must remain valid for 60 days from submission. The contract term is 365 days from the effective date.

Sellers must comply with nondiscrimination requirements, tax certification, and maintain minimum insurance coverage including workers' compensation at statutory limits, general liability of $500,000 per occurrence, and automobile liability of $300,000 per occurrence. Sellers and subcontractors must certify non-indebtedness to the City. Submission of the optional LGBTQ Applicant Data Form is encouraged. All deliverables are FOB Destination Point, with the City exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax.
