About this file

This is a Seller Checklist for Small Order Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes for a micro purchase opportunity titled "Lightcast - Analyst - Local Data (Developer)" in Pennsylvania. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award and should not deliver services or products until notification from the department.

The checklist outlines a 13-step submission process requiring vendors to confirm their seller role, designate Local Business Entity (LBE) status if applicable, enter unit costs for each bid item, answer all mandatory questions, accept terms and conditions, and submit required attachments including an executed Consent & Authorization form. Vendors are also encouraged to submit the optional LGBTQ Applicant Opportunity Data Form. All red validation warnings must be addressed and resolved before the quote can be submitted through the PHLContracts.phila.gov platform. No quote will be considered without a valid Consent & Authorization form on file with the vendor's profile.
