About this opportunity
The City of Lubbock, Texas, is soliciting competitive sealed bids for light-medium duty maintenance and repair services for city vehicles under Invitation to Bid (ITB) 26-19589-YB. The procurement encompasses preventative maintenance and repairs on an as-needed basis for passenger cars, SUVs, vans, pickup trucks, and medium-duty vehicles located at multiple worksites including Lubbock, Muleshoe, Wilson, and Lake Alan Henry. Services include air conditioning and heating systems, brakes, steering, suspension, charging systems, engines, exhaust systems, fuel systems, and repairs to specialized fleet equipment, but expressly exclude preventative maintenance services, tire repairs and replacements, transmission replacements, and body work. Qualified vendors must maintain current insurance coverage including commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, commercial auto liability of $1,000,000, workers' compensation at statutory limits, and garage keepers legal liability of $1,000,000 per location. Vendors must provide repair estimates within 24 hours of request at no cost to the City, operate during business hours of 8:00 a.m. to 5:00 p.m. Monday through Friday, maintain secure vehicle shelter with locked fencing, and provide weekly vehicle inventory reports and itemized invoices within five business days of service completion. Bidders must also submit a minimum of five commercial customer references from the past 24 months and complete a separate questionnaire addressing operational capabilities, facility specifications, labor guide software utilized, and distance from the City Fleet Services Garage. A non-mandatory pre-bid meeting is scheduled for May 5, 2026, at 10:00 a.m. via Zoom, with sealed bids due by May 12, 2026, at 3:00 p.m., submitted electronically through the City's Bonfire portal or as hard copies to the Director of Purchasing and Contract Management.
The City of Lubbock offers a local bidder preference program under Texas Local Government Code 271.9051, whereby local businesses whose principal place of business is located within municipal limits may be awarded contracts if their bids are within five percent of the lowest bid received from a non-resident bidder, provided the governing body determines in writing that the local bidder offers the best combination of price and economic development opportunities. All bidders must complete mandatory affidavits and forms including an Affidavit of Eligibility, Insurance Affidavit, Vendor Acknowledgement Form, Non-Collusion Affidavit, and Conflict of Interest Questionnaire, with the latter to be filed no later than the seventh business day after submitting a bid or beginning contract negotiations. Bidders must also certify compliance with federal suspension and debarment requirements for awards of $25,000 or more and various Texas Government Code requirements regarding Iran/Sudan relations, Israel boycott prohibitions, firearm entity discrimination prohibitions, and energy company boycott restrictions. The contract term is one year with four optional one-year extensions, with automatic renewal unless either party provides 90-day written notice of termination, and pricing quotes must remain firm for a minimum of 60 days and are guaranteed for six months upon City approval. All repairs are warranted for 12 months, with vendors responsible for correcting failed repairs at no additional cost, and the City reserves the right to award contracts to multiple vendors as deemed necessary. No specific budget range or award value is disclosed in the solicitation documents, and the City does not guarantee minimum quantities or specific service volumes.
