About this file
This is an Affidavit of Eligibility form issued by the City of Lubbock, Texas, Purchasing and Contract Management Department in accordance with Texas Local Government Code 271.9051. The affidavit applies to the City of Lubbock's competitive sealed bid solicitation for Light-Medium Duty Maintenance and Repair for City Vehicles. The form establishes a local bidder preference program that permits the City to award contracts to local businesses under specific conditions. Bidders must complete and submit the affidavit to Marta Alvarez, Director of Purchasing and Contract Management, at 1314 Avenue K, Floor 9, Lubbock, TX 79401, with all required information to avoid rejection for incompleteness.
The affidavit allows the City to consider awarding contracts to local bidders whose principal place of business is located within municipal limits if their bid is within five percent of the lowest bid received from a non-resident bidder. This preference applies to construction services contracts under $100,000 and other purchase contracts under $500,000, provided the governing body determines in writing that the local bidder offers the best combination of price and economic development opportunities, including local employment and increased tax revenues. Bidders must disclose the number of Lubbock residents employed at their business location, the year the business was established locally, reseller permit information if applicable, whether the business operates multiple Texas offices, and whether the business paid local business or property taxes in the most recent tax year. Submissions made under penalty of perjury; entities submitting false information face a one-year prohibition from bidding on City of Lubbock contracts and services.
