The Statement of No Bid form provides predetermined reasons for declining to bid, including specifications being too restrictive or unclear, insufficient response time, lack of product or service offerings, scheduling constraints, inability to meet specifications, project size concerns, inability to provide required bonding or insurance, indirect bidding through dealers, or other unspecified reasons. Vendors are requested to provide remarks explaining their rationale for non-participation in the fields designated on the form, allowing the city to better understand market response and potential barriers to competition for this maintenance and repair services contract.
