About this opportunity
The Texas Department of Public Safety is requesting bids for the Legacy Hall Courtyard Display, a project involving design, fabrication, and installation of commemorative plaques, with bids due October 5, 2026. The procurement is an Invitation for Bid open to all qualified vendors.
The scope comprises three cast plaques: a 65-inch diameter cast bronze seal featuring a 3D prismatic star, dark oxide background with leatherette texture, and specified text including "Department of Public Safety," "Courtesy - Service - Protection," and the letters of TEXAS around the central star; a cast aluminum piece with 41 solid 8-inch letters in Times New Roman font, black anodized finish, spelling "INTEGRITY," "EXCELLENCE," "ACCOUNTABILITY," and "TEAMWORK"; and a cast aluminum piece with two 6-inch prismatic stars. All plaques are specified as "or equal" alternatives. The specifications document encourages use of recycled materials in manufacture and packaging.
Bidders must complete and submit the W-9 (Request for Taxpayer Identification Number and Certification), the Texas DPS Information and Certifications Form, Form AP-152 (Application for Texas Identification Number), and a Direct Deposit Authorization Form. Vendors must comply with DPS Standard Terms and Conditions, which include E-Verify employment verification, drug-free workplace requirements, state workers' compensation and unemployment insurance coverage, intellectual property transfer to the State of Texas, comprehensive record retention for seven years post-termination, background checks for personnel with DPS facility access, CJIS security compliance, indemnification requirements including defense through the Texas Attorney General, and certifications regarding felony convictions, antitrust compliance, child support obligations, and foreign ownership restrictions under Executive Order GA-48. DPS reserves the right to terminate for convenience with 30 days' written notice, for fund unavailability without notice, or for failure to perform. Bids must be submitted through the DPS Online Bid Room. The contract provides for lump-sum pricing covering all design, materials, labor, and installation costs, with payment upon final completion and acceptance.
