About this file

This document is a design image example exhibit for the Texas Department of Public Safety's Legacy Hall Courtyard Display procurement, an Invitation for Bid solicitation. The project requires design, fabrication, and installation of three commemorative cast plaques for the courtyard display. The specifications include a 65-inch diameter cast bronze seal featuring a 3D prismatic star with dark oxide background and leatherette texture, incorporating the text "Department of Public Safety," "Courtesy - Service - Protection," and the letters spelling TEXAS around the central star; a cast aluminum piece with 41 solid 8-inch letters in Times New Roman font with black anodized finish spelling "INTEGRITY," "EXCELLENCE," "ACCOUNTABILITY," and "TEAMWORK"; and a cast aluminum piece with two 6-inch prismatic stars. All plaques are specified as "or equal" alternatives. Bids are due October 5, 2026, and must be submitted through the DPS Online Bid Room. The procurement encourages the use of recycled materials in manufacture and packaging.

The contract provides for lump-sum pricing covering all design, materials, labor, and installation costs, with payment upon final completion and acceptance. Bidders must submit required documentation including the W-9, Texas DPS Information and Certifications Form, Form AP-152, and Direct Deposit Authorization Form. Vendors must comply with DPS Standard Terms and Conditions, including E-Verify employment verification, drug-free workplace requirements, workers' compensation and unemployment insurance coverage, intellectual property transfer to the State of Texas, seven-year record retention requirements, background checks for DPS facility access, CJIS security compliance, indemnification requirements, and various certifications regarding felony convictions, antitrust compliance, child support obligations, and foreign ownership restrictions under Executive Order GA-48. DPS reserves the right to terminate for convenience with 30 days' written notice or for fund unavailability without notice.
