About this opportunity

The Oregon Department of Aviation is soliciting competitive bids through an Invitation to Bid (ITB) for runway and taxiway surface seal work at Lebanon State Airport located in Lake County. The primary scope of work includes crack sealing (3,013 linear feet), asphalt patching (539 square feet), standard seal coat application (20,329 square yards), slurry seal application (3,998 square yards), and pavement marking installation and removal (6,643 square feet of removal and 7,499 square feet of installation) on Runway 16-34 and Taxiway B. The project must be completed within nine consecutive calendar days from the Notice to Proceed (anticipated summer 2026), with substantial completion required within nine calendar days and final completion within 30 calendar days thereafter. Contractors must demonstrate capability in specialized airfield paving construction, possess or obtain Oregon Department of Transportation prequalification, maintain commercial general liability and workers' compensation insurance with minimum combined single-limit coverage of $1,000,000, and provide bid security equal to 10 percent of the total bid amount along with performance and payment bonds equal to 100 percent of the contract price. The project is subject to prevailing wage requirements per Bureau of Labor and Industries (BOLI) Region 4 for Linn County and federal Davis-Bacon Act requirements. Bids must be submitted electronically through OregonBuys by April 1, 2026, at 3:00 PM Pacific Daylight Time, with public opening immediately following closing, and a voluntary pre-bid conference scheduled for March 17, 2026, at 1:00 PM via Microsoft Teams. A mandatory pre-bid conference will address material requirements, quality control specifications, construction safety and phasing plans, airport access, staging areas, and specialized airfield paving procedures. Evaluation will be based on lowest responsive and responsible bidder criteria, with liquidated damages assessed at $3,000 per calendar day for failure to meet the substantial completion date.

This procurement is open to all responsive and qualified bidders meeting the specified prequalification and bonding requirements; no specific set-aside designations for disadvantaged enterprises are identified in the available documentation. Contractors must comply with Oregon law, federal civil rights statutes, and Buy American preferences, and are responsible for ensuring all subcontractors meet applicable licensing and bonding requirements prior to commencing work. The project does not identify incumbent vendors or existing contractors. The work involves coordination with Century West Engineering (engineer of record) and requires contractor submission of a revised Construction Safety and Phasing Plan and Safety Plan Compliance Document at least 14 days prior to the preconstruction conference, with approval from the Oregon Department of Aviation and FAA required before Notice to Proceed issuance. The project is funded through a combination of State funds (5 percent of Airport Improvement Program-eligible project cost) and Federal funds (95 percent of AIP-eligible project cost) under AIP No. 3-41-0033-011-2025, with the project cost estimate for bonding purposes ranging from $331,000 to $372,000. The state will retain 5 percent retainage from all progress payments until final acceptance, though contractors may request escrow account alternatives, and mobilization costs are limited to 10 percent of the total project cost.
