About this opportunity

Pinellas County is seeking bids for Lealman Residential Waste Collection and Disposal Services within the Lealman Solid Waste Collection and Disposal District (LSWCDD), covering approximately 7,900 residential units across a 4.2 square mile area in south central Pinellas County, Florida. The county is soliciting proposals for four distinct service combinations: (1) once-weekly waste collection with subscription-based recycling, (2) twice-weekly waste collection with subscription-based recycling, (3) once-weekly waste collection with universal recycling, or (4) twice-weekly waste collection with universal recycling. The Invitation to Bid (ITB) was issued on November 13, 2025, with questions due by December 4, 2025, and proposals due by January 8, 2026. The initial contract term will be 60 months, beginning January 1, 2027, with options for five additional 12-month extensions. Evaluation criteria will focus on the lowest responsive and responsible combined bid option, with the successful bidder required to provide a $500,000 performance security bond prior to contract execution. Key deliverables include curbside waste and recycling collection, roll cart provision and maintenance, and compliance with specific collection and disposal requirements.

Potential respondents must be registered with the Florida Division of Corporations and meet comprehensive insurance requirements, including workers' compensation, commercial general liability, automobile liability, and excess liability insurance. The procurement includes several mandatory compliance documents, such as a Foreign Countries of Concern Affidavit, Common Carrier Attestation, and Human Trafficking Affidavit, which restrict participation by entities with certain foreign affiliations or labor practices. Contractors must also comply with E-Verify requirements and provide documentation verifying their eligibility. While no specific set-aside designations are mentioned, the county will calculate monthly payments based on the number of residential units serviced, with potential rate adjustments tied to the Consumer Price Index and diesel fuel prices. The bid pricing structure includes separate components for collection fees (70%) and disposal fees (30%), with the initial contract having firm prices through the end of 2027. Liquidated damages are specified for various performance failures, ranging from $50 to $1,000 per incident, which would be deducted from monthly invoices.
