About this file
This is a Common Carrier Attestation form required by Pinellas County, Florida for the Lealman Residential Waste Collection and Disposal Services contract. The attestation confirms that the contractor complies with Florida Statute 92.525 and Section 908.111, affirming that the contractor will not knowingly transport unauthorized aliens into Florida during the contract term, except to facilitate their detention, removal, or departure from the state or United States. An authorized contractor representative must sign the attestation under penalty of perjury, providing their name, signature, date, Federal Work Authorization User Identification number, and the contract name and number. The form defines a "common carrier" as any person, firm, or corporation that undertakes transportation services for hire as a regular business, offering services to all who wish to employ them and pay their charges.
Pinellas County reserves the right to terminate the associated waste collection and disposal services agreement for cause if the contractor is found in violation of the Common Carrier Attestation. This mandatory compliance document is a prerequisite for contract award and execution. The attestation requirement applies to all bidders responding to the Lealman Residential Waste Collection and Disposal Services solicitation, which seeks proposals for curbside residential waste and recycling collection services covering approximately 7,900 residential units across a 4.2 square mile area in south central Pinellas County. The initial contract term begins January 1, 2027 for 60 months with options for five additional 12-month extensions, and the successful bidder must provide a $500,000 performance security bond prior to contract execution.
