Lealman Residential Waste Collection and Disposal Services Statement of Work

This is a Statement of Work document for Pinellas County, Florida, establishing service requirements for curbside residential waste and recycling collection services within the Lealman Solid Waste Collection and Disposal District (LSWCDD). The LSWCDD encompasses approximately 4.2 square miles in south central Pinellas County and currently services approximately 7,900 residential units. Pinellas County is soliciting bids for four distinct service option combinations: once-weekly or twice-weekly waste collection paired with either subscription-based or universal recycling collection. The initial contract term is 60 months beginning January 1, 2027, with five optional 12-month extensions. The selected franchisee must submit a comprehensive transition plan by October 1, 2026, and commence full service delivery on January 1, 2027. Questions regarding the solicitation were due December 4, 2025, with proposals due January 8, 2026. The contract award will be made to the single responsive and responsible bidder with the lowest combined bid price for the chosen service options.

The franchisee's bid pricing consists of two components: collection fees (70% of bid price) and disposal fees (30% of bid price). Initial bid prices remain firm through December 31, 2027, except for adjustments to disposal fees based on tipping fee changes at the Pinellas County Solid Waste Disposal Complex. Beginning in 2028, collection fees adjust annually based on 95% allocation to the Consumer Price Index for Garbage and Trash Collection and 5% allocation to Lower Atlantic Number 2 Diesel Retail Prices. The franchisee must maintain a local Pinellas County office, provide adequate collection vehicles not exceeding ten years in age, maintain a minimum of 150 waste roll carts and 50 recycling roll carts as spare inventory, and comply with comprehensive operational requirements including GPS-enabled routing, customer service availability, spill response procedures, and compliance with Pinellas County hauler licensing requirements. Liquidated damages ranging from $50 to $1,000 per incident apply for performance failures including missed collections, failure to complete routes, and failure to deliver waste to the designated disposal facility. The franchisee is responsible for all disposal costs and must maintain an escrow billing account at the Pinellas County Disposal Complex.
